I took care to use the conditional tense, saying that if I were going to propose an amendment, this is what I would do. Then, Mr. Oliphant stopped me from going any further.
Since we have to deal, first and foremost, with the motion to adjourn debate on Mr. Genuis's motion, so to speak, I can't do it. However, if he had let me finish, I could have clarified that.
