The Budget  Madam Speaker, I would like to thank my colleague for his very interesting speech. The Conservatives appear to be very concerned about inflation. There are all sorts of ways of countering inflation. One good way is to foster green financing. This is a factor that the Bloc Québécois has been looking into for several months, even years.

Business of Supply  Mr. Speaker, I thank my colleague and the NDP for this fantastic initiative, because it is worth discussing. I come from an entrepreneurial background. All my life, I have heard it said that small businesses and self-employed workers are the backbone of the economy. In my riding, there are a lot of small and medium-sized businesses that are driving the economy.

Business of Supply  Madam Speaker, Charlevoix is a major tourist area, and all the tourism companies are looking for workers right now. Charlevoix sometimes relies on immigrants or students to fill labour shortages, but there are fewer and fewer of them around. Companies cannot find enough workers to replace those who are retiring.

Fisheries and Oceans  Mr. Speaker, there is a world of difference between the Newfoundland fishers, who catch 9,000 tonnes of capelin a year, and our two traditional fishers, who catch less than 50. However, Ottawa puts them all in the same boat. Our two remaining weir capelin fishers have never been consulted or invited to participate in the scientific consultation about the start of their fishing season.

Fisheries and Oceans  Mr. Speaker, weir fishing is a precious part of Charlevoix's intangible heritage. Quebec's only two capelin fishers still practise this ancestral skill. In the St. Lawrence estuary, capelin season starts in early April, but because Ottawa does not make any distinction between our two traditional fishers and those in Newfoundland, 2,000 kilometres to the north, our fishers are prohibited from fishing before the end of May or early June.

Government Business No. 9—Parliamentary Review Committee pursuant to the Emergencies Act  Mr. Speaker, I do appreciate my colleague's comment, but only up to a point. The Bloc Québécois wants this committee to be created, and it wants to get an explanation for the government's choice to invoke the Emergencies Act. The Bloc's own analysis shows that the criteria for invoking the act were not met.

Online Streaming Act  Madam Speaker, I feel somewhat like my colleague opposite, who said that he did not really understand our colleague's position. I gather that my colleague is afraid that algorithms will be altered by the legislation. However, the bill states the exact opposite. Clause 4.1 of the former Bill C-10 led to a major impasse in the last Parliament and unfortunately compromised its passage.

Online Streaming Act  Madam Speaker, I thank my colleague from Miramichi—Grand Lake for his speech. I am a little concerned about my colleague's perception of freedom of expression. I do not believe that freedom of expression is restricted on traditional radio or television. However, I would like my colleague to put himself in the shoes of a creator who has spent the last year or year and a half creating, composing music, putting together shows and paying a director and musicians.

Online Streaming Act  Madam Speaker, I thank my colleague for his speech. I am hoping he could provide more clarification on a glaring problem. Artists in the cultural sector and in broadcasting are losing a huge amount of money, some $70 million to $80 million a month, and there is no end in sight because of clause 4.1.

Who let the barricades go up? Who let us get to this point as a result of a failure to act, complacency and lack of leadership?

Emergencies Act  Madam Speaker, I thank my colleague for his very relevant question. Indeed, my background in labour relations taught me that a gradual negotiation process is required to deal with conflicts. First, you have to acknowledge the other party's position, assess why that person or group feels the way they do, consider what they are saying and then negotiate a plan to resolve the crisis.

Emergencies Act  Madam Speaker, I thank my Bloc Québécois colleague for his good question. I will reiterate my position. The danger is that, if we exercise poor judgment here today and support the use of the Emergencies Act, then our actions might later be interpreted in a way that could jeopardize the future of many people because they will think that the Emergencies Act can be used to resolve deadlocks and protests, when it is supposed to be a law of last resort.

According to a communication sciences principle, a message needs to be heard at least 20 times for it to become embedded in the collective psyche. Accordingly, I am honoured to be the 25th or 26th Bloc Québécois member to speak on behalf of our party.

Emergencies Act  I apologize to all members of Parliament for this slip of the tongue. It was unintentional. I will resume my speech. If we confirm the application of this legislation this evening because of the situation we went through, we will be demonstrating that what is meant to be the last resort for a government is being used with complete disregard for the two key components that absolutely justify its use.

It is not often that we agree with the Conservatives, but I have to admit that, this time, we feel essentially the same way about the use of the Emergencies Act. Does my colleague agree that the use of the act right now is an attempt to make up for the government's inaction and indifference over the past 20 days?
