Yukon and Nunavut Regulatory Improvement Act  Mr. Speaker, I rise on a point of order. Unless the member thinks we should amend the rules so the member for Yukon can give two speeches at the same stage, perhaps he should stick to order and not point out the presence or absence of a member. Perhaps he could check back in Hansard, where he can read the speech of the member for Yukon.

Yukon and Nunavut Regulatory Improvement Act  Mr. Speaker, on the issue of consultation, I think the member is correct. She has pointed out the number of meetings that we held and the fact that over $98,000 was provided to the first nations in question to debate these very specific four points that were not included in the five-year review.

Yukon and Nunavut Regulatory Improvement Act  Mr. Speaker, the member spoke quite often about the spirit and intent of the Umbrella Final Agreement. What we have done with the bill is actually respect the text of it. She spoke about a perceived insult that was reported in the news, and which she did bring up yesterday at committee, where the minister simply pointed to page 4 of the umbrella agreement, which says the following in the definition section: “Government” means Canada or the Yukon, or both, depending upon which government or governments have responsibility, from time to time, for the matter in question.

Yukon and Nunavut Regulatory Improvement Act  Mr. Speaker, I would like to thank the member for Yukon for his work on this, and for the job he does representing the views of his constituents in the House. I want the member to talk a bit about how Yukon was seen as a leader in terms of its regulatory processes after devolution, and that the mining sector and the natural resources sector look to Yukon and compare it favourably to the rest of the regimes across the country.

Yukon and Nunavut Regulatory Improvement Act  Mr. Speaker, the member talked about a public process, yet he has confirmed today that the NDP will deny the Standing Committee on Aboriginal Affairs and Northern Development the right to travel to hear, in a public process, from the people of Yukon. We travelled to the Northwest Territories to hear from his constituents on Bill C-15, so why will the member now deny the constituents of the member for Yukon that same opportunity?

Committees of the House  Mr. Speaker, Chilliwack—Fraser Canyon, like the member's riding, has a lot of dairy producers in it. Probably the biggest dairy producing region in British Columbia is in Chilliwack and the district of Kent. I am little perplexed. The government has taken action any time the Dairy Farmers of Canada has raised a concern, whether it be on milk protein concentrates, compositional cheese standards or pizza kits.

Red Tape Reduction Act  Mr. Speaker, I rise on a point of order. I would ask you to seek the unanimous consent of the House to see the clock at 5:30.

Committees of the House  Mr. Speaker, I heard the member speak yesterday about how his grandfathers both participated in the war effort in different ways. I spoke earlier today about my two grandfathers, both veterans as well. When I was on the national defence committee, we had a study on the care of the ill and injured soldier.

Committees of the House  Mr. Speaker, I have to say one of my great disappointments since being elected to the House is coming in here every day and seeing how our veterans have become a political partisan wedge issue, where there seems to be a willingness to try to assert that one party or another does not care for our veterans.

Committees of the House  Mr. Speaker, I think the member will agree that perhaps the NDP does not like to add up the additions to the veterans affairs budget year over year to come up with a figure like $4.7 billion. I have a quote from another member of the NDP, the member for Sackville—Eastern Shore, who frequently gets up in his place and castigates the new veterans charter.

Committees of the House  Mr. Speaker, it was a pleasure to serve with the member for Etobicoke Centre on the defence committee for a number of years, and I know we all thank him for his long service as a member of the Canadian Armed Forces. He mentioned the veterans charter briefly in his speech. There seems to be a myth propagated by the NDP members from time to time that somehow they have always been opposed to the new veterans charter, when in fact they, along with all members of the House in 2006, unanimously supported it at all stages.

Aboriginal Affairs  Mr. Speaker, the health, safety and well-being of first nations children is a top priority for our government. That is why since 2006, we introduced a prevention-based approach to delivering child and family services on reserve, and our government has increased funding for on-reserve child and family services by 40% since taking office.

Aboriginal Affairs  Mr. Speaker, what is a fact is that our government has increased funding for child and family services on reserve by 40% since taking office. Another fact is that every time we introduce new measures to protect children and families on reserve, the opposition votes against it.

Military Contribution Against ISIL  Mr. Speaker, I would first like to thank the member for his speech and for his previous service in the armed forces. The member mentioned that when we go to war, we need to think it through. Perhaps that lesson was lost on the Liberal Party when it sent troops to Afghanistan in forest green fatigues, black boots, and unarmoured Iltis jeeps.

That is why today our government was pleased to announce the appointment of Mr.
