Canada Revenue Agency Act  Madam Speaker, as a fellow Albertan, I know the member for Calgary Confederation's passion in this particular area. I also understand his frustration. I had a private member's bill that ended up being lost, but which then had the opportunity to come back in the next Parliament. It was regarding the personation of a police officer in the commission of an offence.

Bob Clark  Mr. Speaker, in 1960, a young farm boy who had just started teaching was recruited to run for politics. At age 23, Bob Clark became the youngest elected official in the commonwealth. He went on to serve as minister of youth, minister of education and eventually leader of Alberta's official opposition.

Resumption of debate on Address in Reply  Mr. Speaker, it is an honour for me to stand in the House today to speak on behalf of my constituents of Red Deer—Mountain View. When we look at how this pandemic has affected countries around the world, we can take some comfort that despite the hardships endured by so many of our fellow Canadians, we did not experience the horror stories of overwhelming hospitalizations that were initially expected based on the realities of many European nations and some large U.S. cities.

Business of Supply  Madam Speaker, I heard part of what the member had to say about some of the issues and concerns in Alberta. I was involved with the hospital boards back in the Chrétien times, when the amount of money that was transferred to the provinces went from 58% to 25%. I saw the problems we were trying to solve when Ralph Klein tried to look after what was left of the health care system after the devastation that had taken place because of the Liberals.

Public Safety  Mr. Speaker, a needle exchange program is to begin at the Bowden Institution. This program gives needles to prisoners so they can consume illicit drugs in their cells, all with the promise that they will not misuse the needles. Prison guards are very concerned. In fact, the Union of Canadian Correctional Officers was not even consulted.

Citizenship Act  Madam Speaker, the member opposite spoke of urgency and the need for us to make sure we embrace some of the important things that are necessary for our first nations people. I think back to some of the ways they have been treated in the past. Over 100 years ago, they were prohibited to sell agricultural products that were grown on reserves in the territories except in accordance with government regulations, because they were actually doing a better job than some of the other farmers were.

Questions Passed as Orders for Returns  With regard to contracts granted by any department, agency, Crown corporation, or other government entity, since January 1, 2017, to the Pembina Institute: (a) who authorized the contract; (b) what are the contracts' references and file numbers; (c) what are the dates of the contracts; (d) what are the descriptions of the services provided; (e) what are the delivery dates; (f) what are the original contracts' values; and (g) what are the final contracts' values, if different from the original contracts' values?

Business of Supply  Madam Speaker, as was mentioned earlier to another hon. member's question, we are starting to see things happen. I suppose the key thing I want to express is that it should have happened a lot sooner. If we simply sit back and say that this will not affect anyone, we will have those who will just as soon have a little discontent so they can move forward with their our own anti-oil plans.

Business of Supply  Madam Speaker, as I mentioned earlier in my speech, we are concerned about first nations. I am personally involved with first nations and I am concerned. As far as the environment is concerned, we should recognize that if we were able to move our liquid natural gas, which will be one of the key replacements for coal around the world, we will need to be the leaders.

Business of Supply  Madam Speaker, I should also mention at this point that I would like to split my time the member for Brandon—Souris. Because of the force and the pressure of things we have been talking about now for the last 15 days, there indeed is an opportunity now for some dialogue. It is unfortunate that it has had to come to this, as we have talked about this for well over two weeks.

Business of Supply  Madam Speaker, it is an honour for me to speak today about the relationship our country has with our first nations peoples. As a teacher for over 34 years, for 32 of those years, I proudly displayed a commemorative plaque from the Treaty Six Centennial celebrations that I attended at the Saddle Lake Reserve with Peter Lougheed, Bob Clark, the leader of the opposition, and Grant Notley.

Business of Supply  Madam Speaker, one of the quotes we have is from hereditary chief Helen Michelle of the Skin Tyee Nation. She states, “A lot of the protestors are not even Wet’suwet’en.” She goes on to say, “Our people said go ahead to CoastalGasLink.” If we go back to the actual motion for today, it says to “condemn the radical activists who are exploiting divisions within the Wet’suwet’en community, holding the Canadian economy hostage”.

Privilege  Mr. Speaker, I want to comment on something the parliamentary secretary to the government House leader said this morning in response to the question of privilege I raised yesterday on the misleading response from the Minister of Natural Resources to my written Question No. 50. The parliamentary secretary should know that when one is in a hole one should stop digging.

Privilege  Mr. Speaker, I rise on a question of privilege regarding a deliberately misleading statement presented to the House by the Minister of Natural Resources. I asked the minister, on December 5, 2019, if his department had granted any contracts to the Pembina Institute since January 1, 2017.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, not only do we have people blocking pipelines around the country, we have them here in this particular House. What has been lost in the discussion, as far as aluminum is concerned when it comes to production and distribution, is who the global competitors of Canadian aluminum are now and how confident we are that we can trust those competitors to play by the rules.
