Online Streaming Act  Madam Speaker, absolutely, Canadian content is very important. The problem is that this bill cannot define what Canadian content is. We have Canadian producers who would not be considered in the category of Canadian content. Until this bill can properly define Canadian content, it is hard to say that the Liberals are attempting to protect it, because they have not defined it.

Online Streaming Act  Madam Speaker, we are actually using algorithms currently. What this bill proposes is that they will choose which content and which speech Canadians must view. In the current system, the algorithms are driven by an individual's choice of what they want. What this bill proposes is to usurp that choice and should impose the government's choice upon the people, and that is what we are opposing.

Online Streaming Act  Madam Speaker, I would vehemently disagree with the hon. member. In fact, the proposition is that the government will use algorithms, pick winners and losers and decide which content should show up above others. This would create a lot of problems, especially in smaller rural communities and ethnic communities.

Online Streaming Act  Madam Speaker, social media platforms and Internet search engines are the main source of news and information for the majority of Canadians. Canadians rely on online sources, not just for information but to share their unfiltered stories and their creative expressions. The Internet is a powerful resource.

Public Safety  Mr. Speaker, the Prime Minister used the Emergencies Act against protesters to freeze bank accounts, impound vehicles and arrest protesters, all of which could have been done with existing laws and bylaws. Canadians were led to believe that protesters were involved in acts of sedition and plots to overthrow the government, yet just charges relating to mischief were laid.

Black History Month  Mr. Speaker, I am proud to represent the riding of Haldimand—Norfolk, which has been a refuge for so many seeking freedom from the early days before Confederation. In 1793, the act to limit slavery declared that any enslaved person who reached Upper Canada, which the abolitionists called the promised land, became free upon arrival.

Emergencies Act  Madam Speaker, essentially the director of public prosecutions has sections that he could tap into to address these issues. Section 10 of the Director of Public Prosecutions Act allows the power to be directed and for these types of investigations to be done. We have the FINTRAC system, and there are other mechanisms that were not utilized before the Emergencies Act was negligently invoked.

Emergencies Act  Madam Speaker, I believe section 129 of the Criminal Code could have been utilized to get tow truck drivers to remove vehicles from the streets, so we did have sufficient mechanisms in our criminal laws to deal with that issue. Therefore, the Emergencies Act was unnecessarily invoked.

Emergencies Act  Madam Speaker, my response to that question is that we have legal provisions and mechanisms and laws sufficient to enable law enforcement officers to deal with all aspects of criminality, all aspects of law enforcement in this country, without the imposition of such a heavy-handed act, which should only be used for national emergencies.

Emergencies Act  Madam Speaker, again I say that I have full confidence in the law enforcement system that we have in place. If there is a problem, as the hon. member has outlined, our law enforcement mechanism is sufficient to deal with it. What should have been done is that all laws should have been exhausted.

Emergencies Act  Madam Speaker, I rise today in the House asking the same question that so many of my fellow Canadians are asking: How did we end up here? Across the world, our allies are in shock. I have had friends call me from all over the world asking me, “What is going in your country?” They know that we Canadians are a quiet and polite people.

Public Safety  Mr. Speaker, the emergency measures act is a declaration of a state of national urgency. It is a blunt force tool that should only be used under the most serious circumstances when legal powers have been exhausted. Canadians do not believe the Prime Minister has exhausted all efforts.

Public Safety  Mr. Speaker, Canadians are tired of talking points. They want real answers. The Prime Minister's own words created fear: What are we going to do with these people? These people are taking up space, he said. These are the words of a failed leader who robbed Canadians of hope and unity.

The Economy  Mr. Speaker, that was a typical non-answer. We are all employed in the House. We need to have some compassion for those 200,000 people who are unemployed. We are not just talking about 200,000 jobs. We are talking about 200,000 families that are now wondering how to put food on the table and how to pay their bills, all while facing record inflation.

The Economy  Mr. Speaker, as of January 2022, we have lost 200,000 jobs. More Canadians are underemployed and unemployed than ever before. Canada is blessed with amazing natural resources, incredible agriculture, advanced technology and cutting-edge industry and manufacturing sectors. When will the government get off the backs of ordinary Canadian workers and small businesses and allow our economy to thrive?
