Transport committee  We're not in fact turning to the private sector. What we're doing is increasing their accountability. As I said in my opening remarks, sir, on the safety management system requirements, those regulations are in addition to what is already there. In fact, I often say, when asked this question, that the first requirement of a safety management system is to clearly show how you're complying with the current regulations.

Transport committee  I think we all realize that the Canada Labour Code is “notwithstanding” legislation. That means that what the enterprises involved in safety management systems will have to do is create a system in which the obligations of the Canada Labour Code are clearly met. We have a working agreement with Labour Canada on how we are going to deal with any conflicts.

Transport committee  Are you asking about accessing the database or about accessing the information? Those are two different things. To give access to the database would cause, again, privacy concerns, because that database would be open. It's not scrubbed to deal with privacy issues. In terms of getting access to a report from that, it's a matter of using ATIP, and then it's available.

As to how those are distributed and how they're available, we're in the process of developing that policy, but I can certainly get back to you on that.

We are getting very close to the end in terms of analyzing the pilot projects that have been out there now for the better part of a year.

Transport committee  Okay. On the flight attendant side, vis-à-vis Air France, the data would indicate that we're probably not going to learn very much from the safety board's report. What I'm getting at here is that in the case of the Air France accident at Toronto, Air France was required by the European regulations to carry a minimum of six cabin flight attendants.
