Resumption of Debate on Address in Reply  Madam Speaker, I congratulate my colleague from Miramichi—Grand Lake. I heard him talk about Canada being a beacon in many areas. Well, it is certainly not a beacon for environmental protection. We in the Bloc Québécois have been looking at this issue for a long time now. We have been calling for a profound, necessary and urgent energy transition for several months, if not years.

There is a new wave on the horizon and a third dose of the vaccine may be necessary. In Parliament, I think we can come to an agreement on appropriate measures so we can meet in person.

Parliament of Canada Act  Mr. Speaker, what a fantastic way to wrap up this session of the House. The purpose of the bill is to create the position of parliamentary visual artist laureate, who would be tasked not only with producing artistic creations, but also with promoting the arts in Canada, through Parliament, including by fostering knowledge, enjoyment and awareness and development of the arts among Canadians.

Parliament of Canada Act  Mr. Speaker, I thank our colleague from Cumberland—Colchester for her bill, which we here in the House appreciate. I would like to ask my colleague if it would not be more advantageous, in terms of spreading the load, to have a committee of artists in Parliament who could reflect diversity better than a single person could, since a single person might be biased and influenced by their own perceptions.

After the pandemic and a major global crisis that has affected much of the world, the economy is obviously destabilized. There is therefore a temporary imbalance and adjustments to be made.

As this question period draws to an end, I would ask my colleague if she believes the minister's reform package constitutes a road map for Quebec's survival.

Business of Supply  Mr. Speaker, I consider it is too little too late. The fact is that this bill is more a setback than a step forward for the French language. In the present context, Quebec does not have any other avenue available than to be able to act on its own to put in place a system which will allow French to survive, develop and continue to be an economic force.

Business of Supply  Mr. Speaker, I thank my colleague for his excellent question. Quebec began taking action to have the Quebec nation and especially its official language recognized, without conditions, quite some time ago. The Bloc Québécois has been fighting the fight for 30 years now. Building on this momentum, various legislative steps over the years have enabled us to accept, vote on and advocate for the different steps that have brought us to what we are debating here today.

Business of Supply  Mr. Speaker, that is a very good question. I meet anglophones from Quebec, including some that I know and others I call friends. They only want one thing and that is for us to do it together. In order to do that and to live together, Quebec must have the freedom to act. What we are defending today is really the ability to sit down with our foreign-language friends and to decide the way we will live together.

Business of Supply  Mr. Speaker, French is in decline in Quebec, and Quebec wants to be able to act freely, without impediment, to ensure its revival and development. That is why the Bloc Québécois tabled this motion asking the House of Commons to agree that section 45 of the Constitution Act, 1982, grants Quebec and the provinces exclusive jurisdiction to amend their respective constitutions and acknowledge the will of Quebec to enshrine in its constitution that Quebeckers form a nation, that French is the only official language of Quebec and that it is also the common language of the Quebec nation.

Government Business No. 10—Broadcasting Act  Mr. Speaker, I congratulate my colleague from Drummond on his most courageous and relevant speech. I support my colleague and all of his efforts throughout this adventure that was Bill C‑10. I support all the artists on the ground, and I can say that they all agree that we did an enormous amount of work and that the legislation will probably never be perfect, but that we have come up with something that is really solid.

Privilege  Madam Speaker, I appreciate my esteemed colleague's comments, and I am especially fond of his region. I heard him talking about Bill C-10 earlier. I saw a leading public health scientist on television recently explaining to some journalists who were in front of her that some of the money allocated to public health should go towards culture, too, and not just to psychiatrists and psychologists.
