Reese Fallon  Mr. Speaker, there are words to describe the shooting on the Danforth, but those words cannot adequately convey the deep sense of loss felt by those affected. Reese Fallon was an active member of our Beaches—East York Young Liberals. She came with us to the Halifax policy convention, which she was so excited for, and she helped us make a positive impact every step of the way.

Personal Information Protection and Electronic Documents Act  moved for leave to introduce a bill entitled Bill C-413, an act to amend the Personal Information Protection and Electronic Documents Act (compliance with obligations). Mr. Speaker, I rise today to introduce an act to amend PIPEDA, our privacy laws for the commercial sector. The bill aims to implement our parliamentary privacy committee's unanimous recommendations to strengthen the enforcement powers of the Privacy Commissioner of Canada, including the power to make orders, and broader discretion to audit organizations for compliance with our laws.

Business of Supply  Madam Speaker, I find this to be an incredibly difficult aspect of the Trans Mountain expansion approval and now purchase. I have two specific questions. First, if the Federal Court determines that there is adequate consultation or if the Federal Court sets a path for additional consultation that it deems to be adequate, is that sufficient for the member?

Endangered Whales  Madam Speaker, I am proud to support Motion No. 154, introduced by my colleague, the member for New Brunswick Southwest. Her advocacy on such an important topic is certainly to be commended. On a personal note, my family used to travel out east to Nova Scotia every summer to visit my uncle, aunt, and cousins, and we would usually camp for an extended period of time in Cape Breton, and along the way to Nova Scotia.

Health  Mr. Speaker, Helena Kirk was diagnosed with cancer when she was three. Now 12 years old, and after 841 hours of chemotherapy, she is a cancer survivor who continues to fight. Helena has spearheaded a proposal to improve outcomes for young Canadians with cancer, supported by dozens of organizations and leading pediatric oncologists and researchers.

Elections Modernization Act  Mr. Speaker, I appreciate the comments from my friend. I certainly agree that we should have gone further in reforming political financing rules and restoring the per-vote subsidy. Another good idea would be to make voting day a statutory holiday, if we are really concerned about encouraging participation.

Budget Implementation Act, 2018, No. 1  Madam Speaker, the member mentioned the opioid crisis. This government has expanded safe consumption sites and expanded the use of naloxone. In the most recent budget, it has invested $230 million to immediately inject $150 million in the provinces to expand treatment. It has also spent millions of dollars on a public education campaign to address the stigma associated with seeking treatment.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, my colleague suggested this budget would hurt the most vulnerable Canadians. I would note that over the last two years, the Library of Parliament estimates we have lifted 700,000 people out of poverty, which perhaps corrects the record when my colleague suggests our spending has done so very little.

An Act in Relation to Firearms  Mr. Speaker, I see this as a set of modest improvements. The member noted in particular the question of background checks. He said that this sounds like a good idea in principle but he has a lot of questions about it. We are at second reading, and committee is the perfect time to ask questions of experts on something that sounds like a good idea in principle.

The Budget  Madam Speaker, I certainly would not agree with the latter comment by my colleague, but I will certainly use his first comment in relation to my analysis in one of my householders. To answer my colleague more seriously, I am also concerned about a lack of detail, and I would encourage my ministerial colleagues to provide any detail they can, not only to the PBO but to the House.

The Budget  Madam Speaker, I have concerns with any pipeline approval that obviously increases substantively the potential for emissions where we do not have an overarching plan to take into account those emissions and meet our climate targets. Cancelling pipelines can be very costly to our economy.

The Budget  Madam Speaker, not only do I disagree with the member, but carbon pricing, as I have said, is the most effective policy. That is not just me saying that. Virtually every intelligent economist in Canada and around the world says that. Whether it is cap and trade or carbon pricing through a tax, it is the fundamental, most cost-effective way of doing so.

The Budget  As I was saying, Madam Speaker, while Conservative opposition MPs occasionally act as if they do not believe in taxation at all, under both Liberal and Conservative governments there have been major transfers to provinces, including for infrastructure; major transfers to persons, including for seniors and children's benefits; and significant spending on our civil service.

The Budget  Madam Speaker, I rise today to support budget 2018. I will be splitting my time with the member for Saanich—Gulf Islands. Budget 2018 includes important investments in science and investigator-led research, a number of measures to advance gender equality from pay equity to improved parental leave, a nature fund to improve conservation efforts, new support for international development assistance, and significant funding for indigenous communities, including to address the Human Rights Tribunal child welfare decisions.

Opioids  Mr. Speaker, a constituent of mine recently lost her nephew to a fentanyl overdose. It is not the first loss our country or my community has faced because of the opioid crisis. If we do not keep working to change historic and failed drug policies, it will not be the last. In 2016, opioids killed almost 3,000 Canadians, and last year, over 4,000 Canadians.
