Citizenship and Immigration committee  The most vulnerable represent 10% of the refugee population, but we are only able to relocate and resettle 10% of those 10%, which makes 1% of the total number of refugees.

Citizenship and Immigration committee  Throughout the world, we have more than 22 million refugees. We have identified 1.2 million of them who are in need of resettlement, and out of them, we will be able this year to resettle less than 90,000, mainly to the United States, Canada, and Australia.

Citizenship and Immigration committee  I'm pleased to do so, with a disclaimer that UNHCR is not involved in the services that are being provided upon relocation to Canada. Having said that, I was at the airport in Winnipeg when I welcomed Emad, this child who had been separated for years from his mother, who had been relocated to Canada through this program.

Citizenship and Immigration committee  I'm not sure that the prioritization of the need will be necessarily for the relocation of an additional number of survivors of Daesh. As I mentioned earlier on, our main concern is the fact that we have 4.2 million displaced persons in Iraq, we have more than 250,000 Syrian refugees in Iraq as we speak, and we have only one-fifth of the money required to help them.

Citizenship and Immigration committee  The relocation program, to distinguish them from resettlement, which is for refugees who are outside their country of origin, we very much need the approval and the collaboration of the authorities on the ground who have to allow their own citizens to be relocated for protective measures outside their own country, their country of origin.

Honourable members of Parliament, I'm very pleased to be back at this committee to speak about the situation of the survivors of ISIS who have been relocated to Canada. First, thank you to Canada for having offered this opportunity for UNHCR to work with the Iraqi authorities and the Canadian authorities on the relocation of the most vulnerable survivors of Daesh.

Subcommittee on International Human Rights committee  We don't anticipate the complete closure of the camp. We are working on turning the camp into a sustainable settlement where livelihoods, opportunities, will be provided to the refugees, but also to the local communities around the camp. This is very much what we are working on with the Government of Kenya and with the support of development and humanitarian partners.

Subcommittee on International Human Rights committee  Thank you very much. The camp is located very near the border. Access to the territory of Kenya is the sole responsibility of the Kenyan authorities. The United Nations does not decide who enters and who does not enter the territory of Kenya. We have neither the jurisdiction, the means, nor the legal possibility of assessing who may be a combatant, who may be linked to some armed groups, and who is a civilian.

This is exactly what we are trying to do with the third solution we are proposing, which is transforming the Dadaab camp into a sustainable development where we will integrate locally the refugees who decide not to return to Somalia for all the reasons you have mentioned, and because they have the choice not to return.

Subcommittee on International Human Rights committee  It has not re-established the old body that was in place, but there's still a Refugee Affairs Secretariat, the RAS, with which we are working. We also are working with the national multi-agency refugee repatriation team of the Government of Kenya. The Government of Kenya, as you know, has filed a notice of appeal with the high court to challenge the decision, based on the security condition.

Subcommittee on International Human Rights committee  Investigations are being done within each of the organizations concerned. When it's staff of the United Nations or our NGO partners, everybody is actually bound by the same mechanisms to investigate and punish the culprit. When it comes to criminal sanctions, they cannot be imposed by the United Nations because we have no legal jurisdiction in this respect.

Subcommittee on International Human Rights committee  We have a wide system in place to ask people who may be subjected to fraud or worse, on the prevalence of sexual exploitation and abuse by humanitarian workers, as was mentioned before, to make sure that victims and survivors are able to lodge complaints. We work with the authorities on the ground.

Subcommittee on International Human Rights committee  Yes, our mandate is indeed to protect refugees against forced return to a country where their lives will be in danger. That's why we have been stressing to the Government of Somalia and the Government of Kenya—as acknowledged in the tripartite agreement and the recent IGAD meeting in March—that the voluntary nature of the return has to be assessed on an individual basis.
