Violence Against Women  Mr. Speaker, as we progress towards gender equality here we must remember the plight of refugee and migrant women and girls worldwide. Of the 65 million people displaced by conflict, 55% are women and children. Displaced women and girls often experience rape, forced marriages, and sexual slavery.

Controlled Drugs and Substances Act  Mr. Speaker, yes, there is something ideological about preventing when we know that safe injection sites on evidence have saved lives. Saving lives alone is not an answer, but saving lives is an immediacy. People go to emergency rooms when they have an accident. They want their lives to be saved so they can move into other areas such as keeping healthy and fixing the problem.

Controlled Drugs and Substances Act  Mr. Speaker, I wan to thank the member for the important question, and to thank his colleague, the member for Vancouver Kingsway, for the kind words he said about this. I am a physician, and in the government of Jean Chrétien, I was responsible for the Downtown Eastside because of the problem that was happening with overdoses, so I was there from the very beginning.

Controlled Drugs and Substances Act  Mr. Speaker, I would like to congratulate my colleague from Vancouver Kingsway for a very excellent presentation. I think he understands the issue very well. This is an issue about health. This is, as the minister has said and as we have acknowledged, now a national public health crisis and steps are being taken to work across the country with resources, as we heard the minister saying, as well as working with all of the public health officers in every province to deal with this issue on the ground.

Homelessness  Mr. Speaker, I stand today to pay tribute to an organization called Raising the Roof which is providing national leadership on long-term solutions to homelessness in Canada. Homelessness is not a choice. Safe shelter is a human right. The homeless are often women fleeing abuse, immigrants and refugees with nowhere to go, youth at risk, and individuals suffering from mental illness and addiction.

Health  Mr. Speaker, Canada is facing a public health crisis of tragic proportion. In B.C. alone there were 700 deaths this year from fentanyl-laced opioids, and 1,100 across the country. In B.C. and Alberta, thousands are treated, near death, in emergency rooms. Most affected are IV-drug users, youth, those who use recreational drugs, and first responders who are at risk from this high-potency fentanyl.

BC Centre for Excellence in HIV/AIDS  Mr. Speaker, when the BC Centre for Excellence in HIV/AIDS opened in 1992, one British Columbian a day was dying from AIDS. Today, the centre for excellence, headed by Dr. Julio Montaner, is at the forefront of the pandemic, focused on health and social determinants, prevention, and new antiretroviral treatments.

Transgender Awareness Week  Mr. Speaker, this is Transgender Awareness Week. Individuals and organizations across Canada will raise the visibility of transgender and gender non-conforming persons and the problems they face daily. Trans youth face extreme bullying and violence in school. They have high dropout rates, mental health problems, and increasing levels of suicidal ideation.

Vancouver has seen a strong increase in the number of productions in recent years, making it the number one hub for special effects globally. Can the Minister of Canadian Heritage tell us what the government is doing to promote and support Canadian films?

Budget Implementation Act, 2016, No. 2  Madam Speaker, the member knows that if we actually give people assistance in getting their children an education and in getting an affordable, stable, safe, and secure place to live, we begin to start helping people along that cycle, and their children do better and get better jobs.

Budget Implementation Act, 2016, No. 2  Madam Speaker, housing is essential to the quality of life people live. The evidence shows us that people who live in substandard housing or people who spend more than 70% of their money on housing in unaffordable rental housing, which people are doing in my riding, cannot afford food.

Budget Implementation Act, 2016, No. 2  Madam Speaker, this is a virtuous cycle we are talking about. The virtuous cycle says that if we help people afford housing, help them get good, stable jobs, and help them get a pension from their employer, they are able to save money at the same time. They are able to save money, because they are not paying exorbitant amounts of money on housing.
