Tornadoes in Ottawa-Gatineau  Mr. Speaker, last weekend was tragic and shocking for thousands of people in Ottawa, Dunrobin and Gatineau. As horrific as the tornadoes were, the one thing that came out of this natural disaster was the way in which neighbours, even strangers, came together as a community. I want to thank the first responders; Hydro Ottawa and Hydro One staff, especially the linesmen; the fast-food workers and gas station employees; and all the people who went out of their way to check up on seniors, bring food and hot water to families with babies and deliver ice to help keep food and medicine refrigerated.

Ottawa-West—Nepean  Mr. Speaker, I was pleased to recently announce an investment of almost $4 million for 42 new affordable seniors housing units in my riding of Ottawa West—Nepean. These units are being built directly above the Carlington Community Health Centre. Seniors can simply take the elevator downstairs to access the doctors, nurses and other services that they need.

Women, Peace and Security Ambassador  Mr. Speaker, I would like to thank my hon. colleague, the member for Etobicoke Centre, for introducing this important motion to establish an ambassador for women, peace and security. This is a very special topic for me as I have first-hand experience in this area. As a Canadian woman who has served as a civilian peacekeeper in Bosnia and Kosovo and alongside the peacekeeping mission in the Democratic Republic of Congo, and as a recipient of the Governor General's Peacekeeping Service Medal, I know first-hand the positive outcomes of having more women engaged in global peacekeeping.

Export and Import Permits Act  Mr. Speaker, I am very pleased that our committee heard from multiple organizations and groups, and listened to those groups in the amendments I outlined in my speech. In fact, Oxfam International testified before the committee that this would be binding on Canada. They said we should proceed with the legislation and with making sure Canada is adhering to the treaty.

Export and Import Permits Act  Mr. Speaker, the Arms Trade Treaty is an important treaty, which sets high common standards for export controls and seeks to prevent the illicit trade in, and diversion of, arms. Our government is committed to acceding to the treaty and doing so in a manner that meets the requirements of the treaty and the expectations of Canadians and our friends and allies in the international community.

Export and Import Permits Act  Mr. Speaker, my hon. colleague's argument is that Canada is already doing it and therefore we should not sign. However, the fact is that this creates international norms, norms that are accepted and shared across the world. That is the kind of thing where Canada can provide leadership.

Committees of the House  Mr. Speaker, I have the honour to present, in both official languages, the 18th report of the Standing Committee on Foreign Affairs and International Development entitled “Main Estimates 2018-19: Votes 1, 5, 10, 15, 20 and L25 under Department of Foreign Affairs, Trade and Development, Vote 1 under International Development Research Centre, Vote 1 under International Joint Commission (Canadian Section)”.

Export and Import Permits Act  Mr. Speaker, I have tremendous respect for my hon. colleague, but I am tremendously disappointed to hear that she is trying to block this legislation from moving ahead to third reading. Let us be clear. The Arms Trade Treaty, all of the Arms Trade Treaty, once Canada accedes to it, is legally binding on Canada, both under international law and under Canadian law.

Ovarian Cancer  Mr. Speaker, every day in Canada, five women die from ovarian cancer. Women diagnosed with ovarian cancer and their families deserve to have access to new therapies to improve their odds of survival. With no screening test and symptoms that can easily be confused with less serious conditions, ovarian cancer is usually detected at later stages.

Entrepreneurship Centres at Algonquin College  Madam Speaker, I was honoured to cut the ribbon at the opening of Algonquin College's new Discovery, Applied Research, and Entrepreneurship building, or DARE, and its Centre for Indigenous Entrepreneurship district. It will include the college's new library, a learning centre, an indigenous commons, and a cybersecurity centre, making it, as forward-thinking college president Cheryl Jensen would say, “a truly collaboratory space”.

Export and Import Permits Act  Madam Speaker, I would like to thank my colleague for all the work she did at committee on the Arms Trade Treaty, but I would like to ask her this. We know that once this bill has passed, the Arms Trade Treaty will be legally binding to Canada both in Canadian law and in international law.

Daffodil Month  Madam Speaker, for years now, the Canadian Cancer Society, Canadian communities, and the government have had public policies in place aimed at making cancer history and improving the lives of people living with this terrible disease. During Daffodil Month, we wear a daffodil as a symbol of strength and courage in the fight against cancer.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, I thank the hon. member for her hard work on the pay equity committee. I would note that the only criticism that was made of that report was that it was not going fast enough. There is a pretty good consensus across parties on the need for pay equity. To answer the member's question in short, it will be this year.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, this is one of the most important questions for my constituency, because it has a higher proportion of seniors on average than almost anywhere in the country. Therefore, I thank the member for bringing that up. In fact, there is new money for seniors. Not only are we putting $20 million into a dementia strategy, we are also looking at a very successful pilot project that happened in Atlantic Canada, and we are going to be expanding that.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, it is a tremendous pleasure to rise today to speak to the budget implementation act, the first step in implementing budget 2018, a truly progressive, activist budget that will create even more opportunities for Canadians. This budget is the first to integrate a full gender-based-plus analysis to make sure that women in Canada are included in every aspect of the budget.
