Fisheries Act  moved for leave to introduce Bill C-258, An Act to amend the Fisheries Act (closed containment aquaculture). Mr. Speaker, British Columbians understand that wild Pacific salmon are facing an emergency, one that threatens first nations, coastal communities, commercial fishers, recreational anglers and the entire ecosystem that relies on wild salmon.

In 2015, the Prime Minister promised an end to the current electoral system so that citizens' voices would be better represented. Here we are. Does the member not agree that a proportional electoral system might encourage greater political participation?

I am seeing a lot of misinformation being used as a tool to divide. The reality is that Canada is not divided. There are many who are vaccinated and many who are opposed to the occupation.

As we all saw, when this convoy was coming in, the police opened their arms to it despite the fact that it had a clearly stated goal of overturning our democratically elected government.

Emergencies Act  Madam Speaker, I have heard other Bloc Québécois members say this was not an emergency. I disagree. When occupiers hold Ottawa residents hostage to the point where they are afraid to leave their homes for weeks, that is an emergency situation. Would my colleague agree that this is an emergency situation and that we need to act now to ensure that it is treated as such?

Emergencies Act  Mr. Speaker, the use of the Emergencies Act, even consideration of it, is an acknowledgement of a failure of leadership that has allowed things to escalate unchecked since the beginning. I am hearing concerns. I too am worried this emergency measures legislation could later be used against those truly participating in peaceful protests.

Emergencies Act  Madam Speaker, Ottawa police have expressed concerns around the significant amount of foreign funding supporting this occupation. This is foreign funding that is being funnelled into Canada, often anonymously, supporting a movement that clearly states the goal of overturning government.

The occupiers that have held downtown Ottawa hostage for weeks made it clear that this was their intention from the onset, yet the government did nothing. The member opposite may agree that, instead of showing clear and strong leadership on a path forward, the Prime Minister was missing in action.

Nobody cares and nobody is helping. Unfortunately, I could not say anything to ease her concerns.

Emergencies Act  Mr. Speaker, as I was listening to the member's intervention today, I was reflecting on a joint statement from Canada's unions on the Ottawa occupation from February 9, 2022. It states: Canada’s unions have fought for generations for the right to protest. This is a cornerstone of our democratic system.
