Fisheries and Oceans  Mr. Speaker, the community of Saulnierville has been ground zero for the fisheries crisis in Nova Scotia and the wharf is still being occupied by indigenous fishers. The district 34 lobster season will be under way in a few weeks and the fishers who pay DFO to dock at the Saulnierville wharf are wondering when they will finally be able to get back into preparation mode.

Health  Madam Speaker, one week ago the new PMPRB regulations and guidelines were announced. These changes have been expected for quite some time by patients and patient groups. These groups warn that, without serious revisions to the draft guidelines, new life-saving drugs like Trikafta will not be released here in Canada.

Business of Supply  Madam Speaker, this is kind of what this is all about. It is about the transparency of decision-making. The Government of Canada spends billions of dollars. We need to know, especially within this response to COVID-19, exactly where those dollars have gone, how they were invested, who they actually helped and who they are going to be helping, so that we can see where those gaps are and we can make a decision on whether we are going to continue to support one program or another.

Business of Supply  Madam Speaker, it really boils down to this. I know the member has been a parliamentarian for a long time. Even in my experience as a parliamentarian provincially, for a functioning committee to work, when there is a discussion or debate we find ways to amend each other's motions to move forward on the things that are important.

Business of Supply  Madam Speaker, I thank my colleague for her question. This is an important issue that affects Canadians' health. Health care is provided by the provinces. The provinces are responsible for Canadians' health. We have to give them what they need and understand the decisions they have made.

Does the member want to talk about racism? Let us talk about some of those very things.

Lobster Fishery Dispute in Nova Scotia  Mr. Speaker, I agree with the member that it is an unauthorized fishery that is going on with Sipekne'katik, but there is an illegal fishery going on in St. Mary's Bay. In the background, underneath the ocean, there are thousands of traps. There are lots of lobsters being sold for cash.

It is the government that has to negotiate and define “moderate livelihood”. A Fisheries and Oceans Canada negotiator is already working on that.

Lobster Fishery Dispute in Nova Scotia  Mr. Speaker, I want to start by denouncing the violence happening in my region, in southwestern Nova Scotia, in the Clare and St. Marys Bay areas. Everything we have been seeing to date is happening in the riding of West Nova. I wish I were not here talking about this tonight.

Fisheries and Oceans  Mr. Speaker, it has been over two weeks of questions about the Nova Scotia fisheries crisis without getting great answers. The Prime Minister made reconciliation with our first nations a priority, speaking of understanding, friendship and redressing past digressions. Honest discussions must take place with both sides so they can work together for a better future.

Resumption of Debate on Address in Reply  Madam Speaker, I cannot get into land claims. Nova Scotia has the peace and friendship treaties of 1752. I think there were two others after that. What we are running into right now is a court decision in Marshall on how fisheries should be managed, along with access to that fishery, for indigenous groups.

How are we to find solutions for those affected by these rulings? In this case, they have been trying to find a solution for 21 years. I think the department is not showing leadership.

Resumption of Debate on Address in Reply  Madam Speaker, I have two indigenous bands in West Nova, the Acadia band and the Bear River band, two very pivotal bands in the lives of Canadians. They were basically the first natives to welcome Europeans to our great country. They were the impetus of many of these decisions we see before us.
