Immigration, Refugees and Citizenship  Mr. Speaker, Ottawa never questioned the motives of the Government of Quebec when it unilaterally decided to increase immigration levels. The current government in Quebec was elected with a clear mandate to lower immigration levels in 2019. We expect that, once again, Ottawa will not question the will of Quebeckers.

Consumer Protection  Mr. Speaker, Quebec is the only jurisdiction that adequately protects consumers from banks. Under Bill C-86, the Liberals seem to be protecting the banks by preventing any recourse to Quebec's Office de la protection du consommateur. The National Assembly unanimously calls on the federal government to clarify in Bill C-86 that Quebec's legislation will continue to apply to banks.

Federal-Provincial Relations  Mr. Speaker, the Parliamentary Budget Officer has proven that the federal government totally underestimated the cost of the wave of migrants, and we are only talking about federal spending. Quebec is the one covering the big costs: education, housing and social assistance. Ottawa set aside $50 million for the provinces.

Immigration, Refugees and Citizenship  Mr. Speaker, Canada is jeopardizing the lives of all of the Haitians it is sending back to Haiti in the coming days, weeks and months. It is as simple as that. The country is essentially embroiled in a civil war and the federal government refuses to commit to not deporting anyone to Haiti until the situation is resolved.

French Services in Ontario  Mr. Speaker, last Thursday was a sad day for Franco-Ontarians and all francophones. By cutting the French Language Services Commissioner position in Ontario and cancelling the proposed French-language university, Doug Ford's Conservatives are sending a clear message: francophones are second-class citizens.

Apology to Jewish Refugees  Mr. Speaker, I am humbled to rise today to speak on behalf of the Bloc Québécois in response to Canada's apology to passengers of the MS St. Louis. In 1939, in the early days of the Second World War, when Germany was fully under Nazi rule, Canada refused to welcome 907 Jewish refugees coming from Hamburg.

Citizenship Act  moved for leave to introduce Bill C-421, An Act to amend the Citizenship Act (adequate knowledge of French in Quebec). Mr. Speaker, I have the honour to introduce a bill on citizenship and adequate knowledge of French in Quebec. The French language is a defining characteristic of Quebeckers as a people, and we are extremely proud of that.

Immigration, Refugees and Citizenship  Mr. Speaker, the government is paying for surveys just to be told that its approach to managing the migrant situation is inappropriate. Instead of spending money on surveys and endless consultations, the Liberals should take this money and send it to Quebec, which is still waiting to be reimbursed.
