Typically, when we invite any organization, we leave it up to the organization to decide which representatives it will send to the committee to testify. I believe there is no restriction on other witnesses being included.

Basically, we'd be trying to find some sort of process server to deliver it to assure the committee that they had indeed received the summons, but the person could completely ignore it. There is no enforceable mechanism whereby Canada's Parliament can compel someone to appear at committee.

The committee's powers and privileges are limited to the physical borders of Canada. If anybody is elsewhere on the planet, our summons has little to no effect.
