Hydroelectricity  Mr. Speaker, we know things are pretty bad when an ultra-federalist Liberal Party of Quebec minister like Jean-Marc Fournier says that Ottawa's announcement of a $3-billion loan guarantee for the Newfoundland and Labrador hydro project is inexplicable and unacceptable. That is what the Bloc Québécois has been saying for weeks.

Natural Resources  Madam Speaker, yesterday, the finance minister of Newfoundland and Labrador used “Canadian values” to justify an increase to the federal government's loan guarantee for the Muskrat Falls hydro project. Can someone explain what these Canadian values are exactly? Forcing Quebec to accept a pipeline without its consent, is that part of Canadian values?

Intergovernmental Relations  Madam Speaker, I still find this hard to understand. Zero dollars for Quebec shipyards out of $100 million in contracts and cutting health transfers while imposing conditions in an area under Quebec's jurisdiction. Does that fit with Canadian values? Anglicizing Quebec and leaving the forestry and dairy industries to their own devices.

Ethics  Madam Speaker, the Conflict of Interest and Ethics Commissioner has condemned these fundraisers where $1,500 buys you access to a minister. This gives people the impression that the government is for sale to the highest bidder, especially when it comes to the Minister of Finance.

Colombia  Mr. Speaker, the Colombian government and the Revolutionary Armed Forces of Colombia have reached a peace agreement after 52 years of armed conflict. The Bloc Québécois commends this historic agreement and congratulates the Colombian president, Juan Manuel Santos, who was recently awarded the Nobel Peace Prize.

Aerospace Industry  Mr. Speaker, the International Civil Aviation Organization reached an agreement on greener aircraft yesterday in Montreal. At the same time, the federal government is still refusing to support the development of the greenest aircraft on the market, the Bombardier C Series plane.

Health  Mr. Speaker, the federal government is cutting the increase in health transfers by half. The minister told us that there is no point in investing more money in the health care system. I do not believe that she has visited hospital waiting rooms in Quebec, because she would have been shown that the situation is not acceptable.

Immigration, Refugees and Citizenship  Madam Speaker, last week, the Minister of Immigration did not answer my question on Haitian and Zimbabwean refugees who are still waiting for a response to their application for permanent residency. More than 1,000 refugees have been living with uncertainty for years, without status, often in great difficulty, and without access to work permits, health insurance, or even telephone services.

Immigration, Refugees and Citizenship  Mr. Speaker, the Bloc Québécois managed to get a stay for the Haitian and Zimbabwean refugees who were facing deportation, most of whom were refugees from the earthquake in Haiti. Still today, many of those refugees have not received an answer. They are in dire straits. Many of them no longer have work permits, access to health care services, bank services, or even a telephone.

Official Languages  Madam Speaker, the National Energy Board has launched its study of the energy east pipeline. It seems that it will be in English only because TransCanada is still refusing to translate its documents into French. TransCanada wants to force a pipeline on Quebeckers, and the company has the arrogance to ensure that the study will not be conducted in French.

Official Languages  Mr. Speaker, yesterday, at the meeting of the Standing Committee on Official Languages, the CEO of Air Canada was extremely angry. He could not get over the fact that MPs dared to demand explanations as to why Air Canada is not fulfilling its legal obligation to provide services in French.

Official Languages  Mr. Speaker, the Commissioner of Official Languages said that taxpayer-funded Air Canada is violating its legal obligation to provide services in French. This is no surprise, because for 45 years, Air Canada has been at the top of Canadian institutions that have no regard for francophones.

Kabyle People  Mr. Speaker, the United Nations Charter recognizes the right of peoples to self-determination, by virtue of which they have the right freely to determine their political status and to pursue their economic, social and cultural development. The right of peoples to self-determination is part of the movement in support of cultural and linguistic diversity around the world, in Scotland, Catalonia, Palestine, Kabylia, and Quebec.

Dairy Industry  Mr. Speaker, in Quebec, we care about our food sovereignty. Twice, our National Assembly was unanimous in demanding that the diafiltered milk problem be solved. In Canada, when the federal government talks with western GMO exporters, it says that we must open the borders, but it tells Quebec dairy farmers the opposite.

Study on the Finances of an Independent Quebec  Mr. Speaker, yesterday, another extensive study on the finances of an independent Quebec was made public. It responds to the arguments of my colleagues who think that they can scare Quebeckers by saying that if Quebec does not agree to become a highway for bitumen, it should no longer receive equalization payments.
