Preserving Provincial Representation in the House of Commons Act  Madam Speaker, I could not agree more with how important it is to see more respectful discourse in this place. To the member's point, when this bill was last debated on April 7, I read some of the Hansard record on it, given that on that particular day there was another major event happening with respect to the federal budget.

I am glad and honoured to offer comments on Bill C-14, an act to amend the Constitution Act with respect to electoral representation. I will start by talking a bit about what is in the bill, followed by what I am disappointed to see is not in it.

Petitions  Mr. Speaker, it is an honour to rise to present a petition initiated by a constituent and supported by over 1,500 petitioners across the country. They recognize that every person has the right to a safe and healthy lifestyle. They recognize that a guaranteed livable income would remove stress on our health care system, among many other advantages.

The Environment  Mr. Speaker, today in response to questions from the Bloc and the NDP on a new $10-billion loan guarantee for the Trans Mountain pipeline expansion, the Deputy Prime Minister cited a “net zero by 2050” condition. Well, net zero by 2050 does not matter if we blow through our carbon budget decades before.

Business of Supply  Madam Speaker, in my time here I have heard the member speak often with respect to standing up for human rights all around the world. I understand she is not supportive of this motion. I wonder if she would be open to sharing other opportunities that parliamentarians in this place, if we were serious about upholding human rights all around the world, could look toward doing exactly that.

Business of Supply  Madam Speaker, I appreciated hearing the member for London—Fanshawe's reflections that all folks in this place need to consider more broadly human rights around the world. The member for Edmonton Strathcona had offered to do so. Considering arms sales to Saudi Arabia as one example, she offered the potential to start a second committee on foreign affairs that could look more broadly at these issues, as opposed to what is being proposed here, which would look at one specific relationship.

Business of Supply  Madam Speaker, I would like to thank the member for Montarville for his speech. My understanding is that he intends to support the motion. I am just curious as to why he thinks it is important to establish a committee on our relationship with China instead of having it studied at the Standing Committee on Foreign Affairs and International Development.

Online Streaming Act  Madam Speaker, one part of the bill I appreciate is how it can legitimize the role of community broadcasters in media. It is the section that defines a community element. One example in my community is Midtown Radio, whose focus is on supporting KW musicians and audio creators. I am hopeful that in committee this language can be improved, and I am curious.

Online Streaming Act  Madam Speaker, I thank the member for Kenora for his measured tone. I may not have agreed with everything he shared, but I do appreciate the tone he shared it in. My question is with respect to making sense of the user-generated content provisions of the bill. My understanding of proposed subsection 4.2(2) is that it is limited to that which is revenue-generating, which would ideally cut out concerns with respect to a parent who might be posting videos on Facebook, for example.

Online Streaming Act  Mr. Speaker, like the member, I am also really looking forward to ensuring more Canadian content is accessible. Folks in my community are also asking for that. Like her, I am also a newer member in this place. I am trying to make sense of this conversation about user-generated content, understanding exceptions to exceptions, and understanding that proposed section 4.1(2) is a bit of a concern.

When it comes to the goal of inclusivity, though, there are other options, like, for example, allowing members, on each day of the week, to offer a prayer from their own faith tradition.

Business of Supply  Madam Speaker, the member for Winnipeg North has mentioned his interest in getting questions from the Bloc on the climate crisis. While I cannot comment on their choice for today, they have often raised really important concerns, specifically with Bay du Nord. I wonder if the member for Winnipeg North would like to comment on how the governing party approved Bay du Nord mere days after the UN Secretary-General called decisions like this “moral and economic madness”.

Petitions  Madam Speaker, it is an honour to rise to present a petition today. The petitioners recognize that Canada has committed harm toward indigenous peoples through historical and ongoing genocide. They recognize that the Truth and Reconciliation Commission was back in 2015, with 94 calls to action.

Budget Implementation Act, 2022, No. 1  Madam Speaker, I thank the member for Repentigny for her question. If I am honest, it is something I continue to learn about in this place. I spoke to the mental health transfer, for example. This is an example where funds would be allocated to provinces within their jurisdiction to spend appropriately.
