Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, taking a different tack, I am wondering if the member could speak a bit about the process by which the House engages on trade agreements. We have heard a little about the comparison between the process the United States follows and the one that we follow, whereby the House debates the content of the agreement after it has been signed, at the ratification stage.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, I thank the hon. member for the warm welcome. I do not doubt that there will be a robust debate at committee concerning the bill and that there will be important discussions, but the question is what bearing it will have on the bill itself. Comparing the process here in Canada to that in the United States, members of Congress have a more meaningful role in making changes to legislation.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, what the hon. member has raised is precisely why we need a better process, one that is transparent and engages Canadians in the debate around what the objectives and the strategy for negotiating these trade agreements should be at the front end of the process, not the back end.

His question is about competitiveness, and obviously Canada's competitiveness in the world is important. I believe his question is broader than the debate we are having today specifically around this trade agreement.

New Democrats recognize that the United States is Canada's most significant trading partner, and that the trade enabled by the agreement we are debating today is critical to Canada's economic success.

Canada-United States-Mexico Implementation Act  Madam Speaker, it is clear that one of the biggest losers in the CUSMA agreement is the supply-managed dairy sector, a sector that is very important to my riding of Skeena—Bulkley Valley. One of the things I am a little bit confused by is that in his remarks, the member talked about his support for the supply-managed dairy sector.

Fisheries and Oceans  Madam Speaker, in northwest B.C. and across our province, wild salmon are the lifeblood of many communities. For generations they returned to our rivers in huge numbers, but as anyone out on the Skeena River last summer can tell us, wild salmon are in crisis, and the Liberal government is failing to act.

Royal Canadian Mounted Police Act  Mr. Speaker, the parliamentary secretary's comments raise one question in my mind. I have listened to all of the speakers, and it seems that there is strong support and agreement that this oversight body is needed. However, my colleague mentioned earlier that Justice O'Connor called for this type of oversight in 2010.

Royal Canadian Mounted Police Act  Mr. Speaker, I noted a previous speaker indicated there had been 1,200 complaints related to the CBSA between 2016 and 2018. The parliamentary secretary mentioned 2,500 complaints annually. I am wondering about past complaints and how those would be handled by the commission once it has expanded and is operational.

Business of Supply  Madam Speaker, I thank the hon. member for his warm welcome. I believe the question is how we can ensure that infrastructure investments in northern and rural Canada are contributing toward our climate goals. I believe there are many opportunities to do that. In my home community of Smithers, we recently expanded and modernized our airport terminal.

Business of Supply  Madam Speaker, I thank my colleague for the welcome. I believe the question is whether we support a loosening of conditions to ensure the funds flow. As a former mayor, I agree with the premise of his question, which is that local governments and the people who are closest to the community often have the clearest view of priorities and understand how best to deliver infrastructure projects.

Business of Supply  Madam Speaker, I do not think very many people would agree that we are on track to meet any of our commitments under any international agreement. In fact, we are falling far short of where we need to be in terms of delivering deep and real reductions in climate pollution. We can debate different targets and our progress toward them, but I think most people would agree that we are falling far short and need to do more.
