Business of Supply  Madam Speaker, as I listen to the hon. member for Battle River—Crowfoot, I am trying to wrap my head around the fact that just yesterday he was part of a group of parliamentarians who put forward a motion talking about fiscal responsibility and no new taxes, and today he is speaking about one that would propose an additional $28 billion in spending.

Business of Supply  Madam Speaker, I thank the member for Mount Royal, particularly for the passion and heart he gave in his speech, as opposed to talking points. Other members have called out that this motion speaks to an increase of $28 billion. Some, including the member for London—Fanshawe, have shared that this seems like a fairly arbitrary amount.

Natural Resources  Madam Speaker, if it is not a silver bullet, why are we giving them $50 billion for it? The fact is that this is not about whether the government wants to pat itself on the back or cite others who are. To get to 1.5°C means at least a 60% reduction by 2030. This is the first plan that is saying that the government is not actually going to do the range anymore: It is going to let go of the 45% part and aim for 40%.

Natural Resources  Madam Speaker, the more time I spend here, the more time I hear the word “file”. There is the mental health file, the housing file, the disabilities file, the climate file. I cannot stand it, because the word “file” reduces deep systemic injustices into political speak. The fact is that climate is not a file.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I was listening intently to the member for Niagara Falls speak about the need to address the housing crisis. The existing underused housing tax in this bill would already exempt every Canadian and every Canadian corporation. It is down to only 1% on its own. I am having a hard time getting a sense of how that would actually influence speculators.

Criminal Code  Madam Speaker, I thank the member for Mississauga—Malton for his focus on this being about trust in the judiciary, first and foremost. My question for him builds on a comment he made earlier on wanting to go further. Recognizing this legislation only targets one of five of the existing mandatory minimum penalties in the Criminal Code, and that, for example, Truth and Reconciliation Commission call to action 32 calls for departing from this, could he share more about his interest in going further in removing mandatory minimum penalties?

Climate Change  Mr. Speaker, yesterday's so-called emissions reduction plan sold Canadians a fairy tale. If only we give the oil and gas industry tens of billions more in subsidies for an unproven technology, the carbon intensity of their oil will magically disappear. We need a climate plan that lines up with what climate scientists tell us is required to hold onto the possibility of a maximum 1.5°C rise in global temperatures.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I will start by acknowledging that before I was here there was plenty of work done in this place to ensure that rapid tests were procured. For my part, the last time I spoke on Bill C-8, I talked about the Cambridge Chamber of Commerce and how it has been calling out over past months on the part of businesses that needed a greater number of rapid tests.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I thank the member for Windsor West for his question and for his advocacy, and that of others, with respect to not only high-frequency rail but high-speed rail. We have had studies in southwestern Ontario that showed both the business case and the massive opportunity when it comes to reducing emissions from transportation, which is the largest emission source in Ontario.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, it is an important question from the member for Saskatoon West, and I appreciate that he asked it. Absolutely, we need to also be looking at where we can increase revenues. This is why I spoke about the vacancy tax. That is exactly the kind of approach that could bring in revenue to build co-op housing the way we used to; if we did not spend $18 billion in subsidies to oil and gas and if we introduced a wealth tax.
