Health  Mr. Speaker, I know that the Prime Minister is telling people not to travel. Everyone has heard him say it. I know that the Prime Minister says that he has put restrictions in place. Everyone has heard that too. The problem is that the restrictions are not stopping people from travelling.

This bill is deeply important to me because it is the first bill I had the opportunity to introduce in the House of Commons. I hope it will be the first of many.

Health  Mr. Speaker, despite the government's announcement, nothing is grounding non-essential flights during the pandemic. The only thing that has changed is that those who wish to travel south must now buy a ticket from a U.S. airline, such as Delta, rather than from a Canadian company.

Canadian Environmental Protection Act, 1999  Mr. Speaker, I am always pleased to speak in the House in order to share what I believe is necessary to truly fight climate change, reduce greenhouse gases and protect the environment. I thank my colleague from York—Simcoe for his work on the environment. In a way it is reassuring to see members of the Conservative Party truly concerned about the environment.

Health  Mr. Speaker, 486 holiday travellers returned to the country with COVID-19 and then went on to infect 1,250 of their loved ones. That is two times higher than the previous month. Trips down south, enabled by this government's inaction, are helping the virus spread. In addition to ensuring that irresponsible vacationers abide by the quarantine, the Prime Minister must prohibit non-essential flights once and for all.

Canada-United Kingdom Trade Continuity Agreement Implementation Act  Mr. Speaker, I thank my colleague for that wonderful speech. He talked about how important farmers are to Quebec. I know they are important to his region. They are important for mine too. In the Lower St. Lawrence, the dairy industry adds up to about 572 farms, seven plants, 5,895 jobs and a GDP contribution in excess of $400 million.

Canada-United Kingdom Trade Continuity Agreement Implementation Act  Mr. Speaker, I thank the minister for her speech. Of course we support this bill that is so important for businesses in Quebec and the rest of Canada since it enables us to continue our trade relations with the United Kingdom. However, we object to the lack of transparency. During negotiations with the United Kingdom, the parties did not have access to the various texts at the Standing Committee on International Trade.

Economic Statement Implementation Act, 2020  Madam Speaker, I would like to thank my colleague for his speech. I would like to go back to the part of the bill that addresses the extension of the Canada emergency response benefit, an emergency measure I approve of because it has helped many people. However, it is rapidly becoming a source of concern for others, with the tax season around the corner.

On the news this morning they were saying how well Israel is doing with its vaccination plan. That reminded me that the entire population of Canada is the victim of the Liberal government’s poor planning in vaccination procurement, as my colleague mentioned in her speech.

Criminal Code  I am so sorry, Madam Speaker. We are in the midst of a crisis, a pandemic, and countless people have been victims of the deadly combination of increased violence and greater psychological distress. If the Liberal government truly wanted to do the responsible thing about firearms, now would be the time.

Criminal Code  There has been no progress despite data from Statistics Canada showing that the number of gun homicides increased every year between 2016 and 2019 and that this surge in homicides tracks closely with the Harper government's major dismantling of control measures starting in 2012.

Criminal Code  Madam Speaker, I am pleased to rise in the House today as Parliament resumes its work. I hope that you had a good holiday. It is nice to see you again, Madam Speaker. I am very pleased to speak to gun control, an issue that has broad consensus in Quebec. I thank my colleague from Markham—Unionville for his work and for introducing this bill that seeks to amend the Criminal Code to imposes harsher sentences on those who unlawfully import firearms.

The Environment  Mr. Speaker, despite all the fine words, the federal government has no plan to combat climate change. It introduced a bill to achieve net-zero emissions, but it has yet to set greenhouse gas reduction targets for 2030. Then when it does, it has the power to change the target on a whim in the event that it fails.

Violence against Women  Madam Speaker, yesterday, December 6, we remembered the 14 women who were gunned down by a killer who did not like feminists. For the past 31 years, the sombre anniversary of the femicide at École Polytechnique in Montreal has provided an opportunity to condemn violence against women and gun violence.
