Business of Supply  Madam Speaker, I do not really have a question. I just wanted to rise to congratulate my colleague for her very poignant and touching speech. The fact that she lost a friend yesterday and gave a speech on this subject today took a lot of courage and strength, and I congratulate her for it.

Mathieu Girouard  Mr. Speaker, the riding of Drummond is in mourning. Last Friday, a traffic accident claimed the life of a man who was dearly loved by his family, friends and entire community. Lieutenant Mathieu Girouard, 44, was a fireman in Drummondville for 18 years. Mathieu was also a super dad of five children, a real family man, and very involved in his community.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, I heard my colleague's speech, as well as his legitimate concerns about the farmers and dairy producers in his riding. Earlier, I asked his colleague why the Conservatives decided to vote in favour of the agreement even though they find it flawed. She replied that it was better to have a bad agreement than no agreement at all.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, I listened with interest to my colleague's speech. I hear my colleagues in the House criticizing the agreement. One of our concerns has to do with aluminum and the sacrifices being asked of workers in that sector. The same goes for agriculture and softwood lumber.

Antoine Desilets  Mr. Speaker, Antoine Desilets, the father of photojournalism in Quebec, passed away on December 19, 2019. The recipient of over 80 awards during his glorious career, he first made a name for himself in the United States by winning the photographer of the year award from the National Press Photographers Association of North America in 1966, 1968 and 1969.

Business of Supply  Mr. Speaker, I thank my hon. colleague for his comments. It is possible that the investigation, which we hope will be conducted by an independent body, will reveal that no blame is to be assigned to the authorities and the system. If that is the case, does my colleague from Coquitlam—Port Coquitlam agree that the situation still requires that we take the time to review the practices of the Parole Board of Canada, the training and supervision of parole officers and how we protect vulnerable people like Marylène Levesque, who did not know how dangerous Eustachio Gallese was?

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, I thank my colleague opposite for his speech. Hearing him talk about culture was music to my ears. Speaking of ears, I am a little worried that he still does not understand why the Bloc Québécois opposes the agreement, because we have explained our position at great length.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, I have been hearing plenty of glowing praise for the Canada—United States—Mexico agreement from my colleagues opposite. They say the agreement is a big win for Canada on many fronts. I just want to say “you're welcome” on behalf of Quebec's aluminum workers and supply managed farmers, whose major sacrifices gave Canada that win.

Resumption of debate on Address in Reply  Madam Speaker, since this is my first time rising in the House, I would like to take this opportunity to greet my colleagues and wish them all a good session. I really enjoyed the speech given by my colleague from Saanich—Gulf Islands. A little earlier, in their speeches, the government members spoke about how they firmly intended to stay the course on the greenhouse gas reduction targets.

While I appreciate the merits of the comment as well as the question itself and my colleague's good will, I do not think that question was really directed at me.

Resumption of Debate on Address in Reply  Madam Speaker, I thank my colleague for his question, which I did not talk much about in my response to the throne speech. In my opinion, the solution is perfectly clear. It is simply to heed the calls from us and from all the provinces to increase health transfers to the provinces by 5.2%.

We certainly value collaboration and ideas from all over, and some good ideas have been copied very successfully, but some files are much more complicated. I will say that I know a lot of people who are taking advantage of the extra subsidy the federal government introduced in addition to what the Government of Quebec was already offering.
