Digital Charter Implementation Act, 2020  Madam Speaker, I thank my colleague for his speech. A bill on the same subject is currently working its way through the Quebec National Assembly: Bill 64. It provides fairly significant penalties for organizations that fail to meet their privacy obligations. Does my hon. colleague think that this bill is strong enough in terms of penalties?

Digital Charter Implementation Act, 2020  Madam Speaker, I thank my colleague for his speech. Bill C-11 seems to apply only to private businesses, not to the federal government. We all saw many examples of this during the pandemic. I imagine that all members were informed of the cases of victims of fraud or identity theft reported to their riding offices.

Citizenship Act  Madam Speaker, I thank my colleague for her speech. Unfortunately, news reports are reminding us that the French language is in decline in Quebec right now. We often tend to be too quick to blame young people, but I would like to remind members that the young people of my generation care a lot about French and that we will do everything in our power to ensure that it is protected in Quebec.

The Environment  Mr. Speaker, the government needs to move beyond its fine words and take action. The government is introducing its bill to fight climate change, but meanwhile, it is also promising to pressure Joe Biden to protect the dirty Keystone XL pipeline, and it is approving 100 offshore oil drilling initiatives without environmental impact assessments.

The Environment  Mr. Speaker, the government reiterated today that it wants to attain net-zero emissions by 2050, but there are no solutions in its bill to get us there. The government has not set itself a greenhouse gas reduction target, and it is not requiring itself to do anything for 10 years, until 2030.

Business of Supply  Madam Speaker, I thank my colleague for his question. I agree with him 100% on that. I think we could be a bit more flexible and take more than 30 days. As my colleague from Lac-Saint-Jean was saying a bit earlier, we are in full agreement with this excellent motion, which is a necessary one.

Business of Supply  Madam Speaker, I agree with my colleague that we should head in the same direction as our allies, who seem to have taken a stance on the issue. However, a few months ago, we debated a Conservative motion to create a committee on Canada-China relations. The idea was that it would study this very issue.

Business of Supply  Madam Speaker, I thank my colleague for his question. As I said, I believe the creation of the Canada-China relations committee is very important. It must keep hearing from people directly involved in this issue. I believe it has a lot of issues to look at in connection with Huawei, the 5G network and spying.

Reduction of Recidivism Framework Act  Mr. Speaker, I am pleased to rise this evening to speak to Bill C‑228, which proposes a way to better support inmates in federal prisons in order to minimize recidivism. I am pleased that the hon. member for Tobique—Mactaquac took the initiative to introduce this bill, which I believe to be fundamental.

I want to talk about a part of his speech when he gave examples of places elsewhere in the world that are doing much better than Canada. He mentioned the United Kingdom, but there is an example closer to home.

Business of Supply  Madam Speaker, I thank my colleague for his speech. I really liked that he mentioned the social movements, the women's movement and the labour movement. I especially appreciate his ability to tie in Camus, Sartre, Miron, no matter what he is talking about. What really stood out to me in his argument is the way the NDP motion overlooks the Quebec national minority.

I was talking to my colleagues in the NDP who also worked on this. They made constructive comments on changes to make to the bill. I hope it will get to committee. We have to talk about it more because we do not talk about the environment enough here.

Climate Change Accountability Act  Madam Speaker, I thank my colleague for his question. Of course we did a lot of research when preparing Bill C-215. It is based on an international agreement among a number of countries, the Paris Agreement. Canada ratified this agreement but is not obligated to enforce it in its domestic law.

Climate Change Accountability Act  Madam Speaker, I thank my colleague for his interesting question. He is right. Canada has plenty of natural resources, which is what makes for that beautiful diversity. Unfortunately, I do not agree with him. There are indeed some energy sources that are more polluting than others, as scientists have proven time and time again.
