News Media Industry  Madam Speaker, I thank my colleague for his question. This agreement will inject $100 million annually into our media, and it will be indexed to inflation each year. This is good news for our local media. It is good news for media in Quebec. Our agreement also provides that, if better conditions are reached with other countries, we will automatically be given the same conditions.

Gender-based Violence  Madam Speaker, despite the progress we have made, gender-based violence continues to be a problem in Canada. According to the statistics, 44% of women have experienced some form of intimate partner violence at least once since age 15. That is unacceptable. During the 16 days of activism, we all need to be united, men and women alike, in calling out violence against women.

Business of Supply  Madam Speaker, I do not think I heard my Bloc Québécois colleague clearly state whether or not that applies to Quebec. I am asking him again to clearly tell the House whether the carbon tax applies to Quebec, as claimed in the disinformation campaign by Conservative members from Quebec who have the audacity to rise in the House.

Carbon Pricing  Mr. Speaker, the House has already pronounced itself on this particular bill, but I will talk about support for farmers. Why did the leader of the official opposition cut $200 million when he was at the cabinet table to support farmers for business risk management? The leader of the official opposition is not worth the risk.

Health of Animals Act  Mr. Speaker, I am pleased to speak to bill C-275 today, but I would first like to congratulate the member for Foothills for his work in advancing the bill. Bill C-275 would amend the Health of Animals Act to add a new offence to protect farmers and the biosecurity of animals on their farms from those who enter their property unlawfully.

Carbon Pricing  Mr. Speaker, as my father used to say, when someone points a finger, there are always three fingers pointing back at them. When it came time to decrease funding to farmers, the Leader of the Opposition sat on his hands at the cabinet table. When it came time to increase funding to farmers, all Conservative MPs sat on their hands.

Agriculture and Agri-Food  Mr. Speaker, obviously, when farmers go through droughts or climate change events, it is serious. Unfortunately, they are going through this too often. The good news, although it is unfortunate, is that whether provincial or federal assessors, they are getting too used to assessing climate change events through the AgriRecovery programs.

Agriculture and Agri-Food  Mr. Speaker, I know where the hon. member comes from, and I know he is doing a good job of representing his constituents and his farmers. As I have said before, no response is fast enough when someone is going through a crisis. However, I can assure the hon. member that the B.C. government and the federal government are working hand in hand to respond as quickly as possible to farmers in order to ensure that they get the proper response.

Foreign Affairs  Mr. Speaker, obviously the Government of Canada will always defend Canadian citizens. This is not partisan. This is its job. Foreign interference is an issue. It is not unique to Canada but happening in a superpower such as the U.S., in France and in the U.K. We must always work with our allies to ensure that foreign influence, whether from China, Russia or Iran, is combatted among and with our allies.

Foreign Affairs  Mr. Speaker, obviously the Government of Canada takes any allegation of foreign interference extremely seriously. The minister has personally engaged with Chinese counterparts on this issue, as the hon. member well knows, and we will never tolerate any form of foreign interference in Canada.

Agriculture and Agri-Food  Mr. Speaker, I appreciate my hon. colleague's comments. Obviously with AgriRecovery, it is not a provincial or federal decision. It is a decision made by the federal and provincial governments, as we have done with B.C., as we have done with P.E.I. and as we have done with Nova Scotia.

Agriculture and Agri-Food  Mr. Speaker, since this is my first chance to take part in a discussion with you in the chair, I want to congratulate you on your new role. I want you to know that you have my full respect and confidence, as is my duty as an MP. I want to thank my colleague from Yorkton—Melville for this opportunity to talk about our support for producers in Saskatchewan who are impacted by severe drought conditions.

Interparliamentary Delegations  Mr. Speaker, pursuant to Standing Order 34(1), I have the honour to present to the House, in both official languages, three reports from the delegation of the Canadian branch of the Assemblée parlementaire de la Francophonie, or APF. The first concerns its participation at the meeting of the Bureau of the APF held in France from January 28 to February 2, 2023.

Points of Order  Mr. Speaker, on that point, it is clear that somebody else is probably going to stand up and try to do the exact same thing. I would ask, with your indulgence, that you consider speaking to the members of the opposition. We know what they are up to.

Agriculture and Agri-Food  Mr. Speaker, promise made, promise kept. Last week, the minister and I announced $333 million for dairy processors in response to the issue of the non-fat solids structures. This is good news for our dairy producers. It is good news for our dairy processors. It is good news for Quebec, and it is good news for Canada.
