Canada-Ukraine Free Trade Agreement Implementation Act, 2023  Madam Speaker, I am proud to rise today to once again speak to Bill C-57, the new Canada-Ukraine free trade agreement, this time at third reading, the final stage of debate. The Canada-Ukraine friendship is very special. Over one million Canadians are very proud of their Ukrainian heritage.

Canadian Environmental Bill of Rights  Madam Speaker, it is once again a real honour and a pleasure to rise here to speak to my private member's bill, Bill C-219, the Canadian environmental bill of rights. I would like to thank, once again, Linda Duncan, the former MP for Edmonton Strathcona, for drafting the bill and tabling it in, I think, four successive Parliaments, starting in 2009.

Questions on the Order Paper  With regard to the Canadian Armed Forces' (CAF) ability to assist with wildfire and emergency response management: (a) what evaluations and assessments of Canadian units and assets have been conducted to determine the CAF’s capability for wildfire and emergency response; (b) what were the findings of any evaluations or assessments in (a); (c) what are the details regarding assets and units that are currently able to respond to and assist with wildfire and emergency response, including the (i) asset type, (ii) asset's use in wildfire management and emergency response, (iii) estimated life cycle of the asset; and (d) what is the total number of CAF members currently trained to assist with wildfires, broken down by unit and training level as defined by the Canadian Interagency Forest Fire Centre?

Small Business  Madam Speaker, I recently asked the Parliamentary Budget Officer to calculate the cost or benefit to Canada of a one-year extension to the CEBA loan deadline. I knew there would be a financial cost for the government to carry $40 billion in loans for another year. The PBO said that it would be close to a billion dollars, but I also know that many businesses will go under if they do not get the extension.

Small Business  Madam Speaker, one of the big disappointments from last week's fall economic statement was the lack of action on extending the loan repayment deadline for the Canada emergency business account program. CEBA loans saved hundreds of thousands of businesses across Canada and millions of jobs during the pandemic, but recovery has been slow, particularly in sectors such as tourism.

Business of Supply  Madam Speaker, that was a very impassioned speech. I would just like to comment, first of all, that the punchline of that joke is, “This is the lighthouse and it is your call.” It ends right there. We are debating a motion about giving direction to the Senate. As my Bloc colleague just mentioned, the Senate is unelected.

Business of Supply  Madam Speaker, here we are, debating a Conservative motion to send a message to the Senate for delaying a bill, or blocking a bill. In 2019, a handful of Conservative senators blocked 15 or 20 private members' bills that had been passed by the House of Commons. It was all to make sure they blocked the bill on the United Nations Declaration on the Rights of Indigenous Peoples put forward by Romeo Saganash.

National Strategy on Flood and Drought Forecasting Act  Mr. Speaker, today we are speaking to Bill C-317, a private member's bill from the member for Lac-Saint-Louis. This bill asks the Minister of Environment and Climate Change, in consultation with the provinces, indigenous governments and municipal governments, to develop a national strategy for flood and drought forecasting.

National Strategy on Flood and Drought Forecasting Act  Mr. Speaker, I know my colleague from Lac-Saint-Louis is a champion for all things water in the House and in this country. I would like to thank him for mentioning my old friend, Bob Sandford, who I worked with in the Rockies back in the early 1970s and has gone on to be a global spokesman for water issues on behalf of Canada.

Environmental Bill of Rights  Mr. Speaker, the vast majority of Canadians believe they should have the right to live in a clean, healthy environment. The government believes that, too, as it voted in favour of a United Nations motion that enshrined that right around the world. However, we do not have that right in law throughout Canada.

Canada Labour Code  Mr. Speaker, this is such an important bill that will help workers across the country and help all communities across the country. As he mentioned, it has been an NDP issue for many years. I remember one of the first private member's bills I saw tabled in this House was from my former colleague Karine Trudel, who tabled very similar anti-scab legislation.

Government Business No. 30—Proceedings on Bill C-56  Madam Speaker, the member got to the point towards the end, under your guidance. I would like to stay on the topic of the bill and talk about one of the main things this bill would do, which is that it would take the GST off of purpose-built rentals to promote the building of new rental accommodations.

Municipalities  Mr. Speaker, the Federation of Canadian Municipalities is in Ottawa this week to discuss the essential work its members do in over 2,000 communities. Sixteen of those communities are in my riding: Fruitvale, Montrose, Trail, Warfield, Rossland, Castlegar, Slocan, Silverton, New Denver, Nakusp, Grand Forks, Greenwood, Midway, Osoyoos, Oliver, Penticton and the regional districts of Okanagan–Similkameen, Kootenay Boundary and Central Kootenay.
