Government Operations committee  Maybe I could just add a bit. The minister has pointed out correctly that the firm of A.T. Kearney, an international procurement expert, was retained under a competitive process in November 2005. The amount authorized for the contract was $19 million, and not a lesser amount. Instead of issuing a single contract for $19 million, we began the process by issuing a small contract for $1.75 million.

The situation, of course, arises because of the very complex pay structure of the government and the systems that exist, which we are addressing by changing and introducing a new pay system for the government as a whole. We have put on extra staff, and we're catching up the backlog.

We had the very same situation with the Department of National Defence, where we had signed a letter of intent with the owner explicitly stating that we had to get all these approvals done.
