Canada Revenue Agency  Mr. Speaker, this Wednesday the House will vote on whether members of Parliament should protect Canadian taxpayers. We will vote on whether to study the means of creating a legally enforceable duty of care from the Canada Revenue Agency to taxpayers. We will vote on whether the Canada Revenue Agency is ultimately accountable to the public or vice-versa, on whether to place the interests of law-abiding taxpayers ahead of a powerful government agency, and on whether we, as elected members of Parliament, should demonstrate leadership in this field or merely sit back and wait for the courts.

Taxpayer Bill of Rights  Madam Speaker, I wish to thank the member for Flamborough—Glanbrook, the member for Elgin—Middlesex—London, and the member for Calgary Shepard as well for the excellent speeches that they have delivered in support of my motion. Motion No. 43 sets out to protect Canadian individuals, families, and companies from rare but potentially devastating incidents of gross negligence on the part of the Canada Revenue Agency.

Business of Supply  Mr. Speaker, in response, I would say that, yes, of course, we must be sensitive to not only the territorial governments, given the challenges they have around small populations and remote physical proximity to the larger provinces. In the maritime provinces we have small populations as well.

We hear about things like truck tires and gasoline, which I mentioned in my remarks, as well as labour mobility and the challenges that professions, regulated occupations, and construction trades have in dealing between provinces.

Canada was built on trade. From the earliest European settlers trading with indigenous peoples and fur traders following rivers and exploring the land, to present-day Canadians for whom one in five jobs depends directly on exports.

Immigration, Refugees and Citizenship  Mr. Speaker, like other charitable Canadians, the Unitarian Church of Calgary raised funds, collected donations of household goods, and completed paperwork to privately sponsor a refugee family fleeing Iraq. After doing all this work, the Liberals nullified their application by changing the mix to admit more government-sponsored refugees and fewer privately sponsored ones.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I enjoy working with my friend from Saint John—Rothesay on committee. I appreciate his contribution there. I listened very carefully and the member spoke about campaigning door to door and how he expressed to his constituents the faith that he has in his party and his party's platform.

Business of Supply  Mr. Speaker, the member had some interesting things to say and I thank him for doing so. In the last election, I heard at thousands of doors an awful lot about a variety of issues, with emphasis on the economy, jobs and employment, the refugee crisis. I had conversations about leadership and preferences for the person people wanted as prime minister.

Budget Implementation Act, 2016, No. 1.  Mr. Speaker, I thank my colleague from Louis-Saint-Laurent for his excellent remarks. I was particularly struck in his remarks by the way he itemized the number of broken promises that this budget represents: the broken promise on a limited deficit, the broken promise to small business owners.

Urban Community Associations  Mr. Speaker, I rise today to recognize and pay tribute to urban community associations and their amazing volunteers for their contribution to the fabric of urban life in general, and to my riding of Calgary Rocky Ridge in particular. Community associations in Arbour Lake, Citadel, Evanston, Hawkwood, Kincora, Ranchlands, Rocky Ridge, Royal Oak, Sage Hill, Scenic Acres, Sherwood, Silver Springs, Tuscany, and now Nolan Hill, greatly increase the quality of life in these neighbourhoods.
