Budget Implementation Act, 2017, No. 1  Madam Speaker, I am very happy to answer that. My son is in grade 12. He is a very strong and bright Conservative, who is already reading Adam Smith. He does not have to be told about that $150 billion because he remembers the Liberal Party, in coalition with the Bloc Québécois and the NDP, demanding that billions more be added to the deficit.

I started my speech yesterday with a description of what my oldest son said about the bill when I told him it was $100 billion of debt with which he and his generation would be stuck.

Budget Implementation Act, 2017, No. 1  Mr. Speaker, in honour of my colleague, the member for Calgary Shepard, I want to say a Yiddish proverb, that words should be weighted and not counted. I thought of that when I listened to the member's speech. I asked a question previously about the government committing $120 million for charging stations for Teslas and then overlooking many other needed items.

Budget Implementation Act, 2017, No. 1  Mr. Speaker, my colleague and a lot of government members wax on about all the money in the budget for social housing. I notice in the budget there is more money for charging stations for millionaires and their Teslas over the next four years than there is for support for northern housing and support for indigenous people not living on reserves or federal lands being made available for social housing.

He had me going right up until the attack on the energy industry, but apart from that, it was great. The published mandate of the PBO states that it is to provide independent and objective analysis to Parliament.

It says that PBOs are to be independent and non-partisan and to provide support to Parliament, and yet the PBO himself stated with respect to the changes, “Maintaining the Speakers’ control over the PBO using the exact terms by which the Speakers direct and control the Library seems entirely inconsistent with the clause’s stated intention.”

Oil Sands  Mr. Speaker, I am pleased to rise today to recognize Cody Battershill, a dedicated supporter of Alberta's job-creating oil sands and founder of Canada Action, which runs grassroots campaigns in support of Canada's energy and resource sectors. Members might recognize this organization by the ubiquitous I, heart, oil sands shirts, stickers and buttons.

Privilege  Mr. Speaker, that is an excellent question. A part of the debate we are having is about changing the way we do business in the House and it is very important that we have unanimous consent. I do not always agree with my NDP colleagues nor my Liberal colleagues, but we cannot have the tyranny of the majority changing the rules for such an important democratic institution without all of us agreeing.

Privilege  Mr. Speaker, those are some very good points. The government has lost track. Our colleague, the member for Perth—Wellington, commented earlier that he suspects it will eventually prorogue and try to reset. In every part of this, the government has lost its strategy and lost its way.

Our ability to come to this House to debate and represent our constituents is so important that every single voice should be heard on this. This is not just a procedural matter about a bus being delayed so we should just move ahead.

Privilege  Mr. Speaker, there is no question in anyone's mind in this House that the security people do a very good job looking after us and keeping us safe. They do a fantastic job. The issue of the debate is twofold, to her question. The voices from this side of the House, from the NDP, from the Bloc, and from us, have to be heard on such an unprecedented attack on the freedom of this House.
