Committees of the House  Mr. Speaker, I am happy to hear the member talk positively about consumer-led banking, but I am extremely disappointed that, after speaking this morning, he voted with the government, as he often does, to shut down debate on the RBC and HSBC merger, which is going to hurt Canadians.

Committees of the House  Mr. Speaker, I thank the member for his hard work and for contributing to the debate. Bill C-27 has a lot of different aspects, but here are the worst parts of them. There is a provision called “legitimate interests”, which allows businesses to collect data, but there is no real definition as to what they can use that data for.

Committees of the House  moved: That it be an instruction to the Standing Committee on Industry and Technology that, during its consideration of Bill C-27, An Act to enact the Consumer Privacy Protection Act, the Personal Information and Data Protection Tribunal Act and the Artificial Intelligence and Data Act and to make consequential and related amendments to other Acts, the committee be granted the power to divide the bill into two pieces of legislation: (a) Bill C-27A, an Act to enact the Consumer Privacy Protection Act, and an Act to enact the Personal Information and Data Protection Tribunal Act, containing Part 1, Part 2, and the schedule, to section 2; and (b) Bill C-27B, an Act to enact the Artificial Intelligence and Data Act, containing Part 3.

Committees of the House  Mr. Speaker, I think the Conservatives and the NDP, surprisingly, agree that competition is broken in Canada. We certainly, at the finance committee, agreed that the HSBC-RBC merger is a product of that broken system. There are broken laws that we have to fix. Everyone has brought new laws in.

Automotive Industry  Mr. Speaker, $15 billion is $1,000 per household, and there is no guarantee for Canadian jobs. Not only are 900 jobs going to taxpayer-funded foreign workers, but the union today said it would cost Canadian contractors $300 million in lost wages. This is not Deal or No Deal. This is a terrible deal for workers who were promised jobs in Windsor.

Automotive Industry  Mr. Speaker, the only things the Liberals are protecting are taxpayer-funded foreign jobs. Here is what could have happened. The Liberals could have ensured that we mine the material for batteries in Canadian mines with Canadian workers. We are not. We could have ensured that the parts for the cars were made by Canadian workers in Canadian factories.

Government Business No. 30—Proceedings on Bill C‑56  Madam Speaker, when it comes to promoting our democracy, the competition law has been around since the sixties, maybe even since 1911. We have not changed the Competition Act much since 1986. When it comes to looking at and debating competition, which is probably one of the top concerns, affordability for Canadians, we should be taking all the time we can in the House and in committee to ensure it is done right.

Government Business No. 30—Proceedings on Bill C‑56  Madam Speaker, to answer the member's first question, when we are looking at the success of Canadians and the success of Canadian families, we are looking at the GDP per capita. I think we can all agree on that. That means, what are we bringing home to create powerful paycheques for workers and Canadian families to ensure that, when we look at the highest inflation after eight years, Canadians are bringing more wealth home?

Government Business No. 30—Proceedings on Bill C‑56  Madam Speaker, it is nice to hear the member talking about competition again. At the end of the day, there are a lot of different problems with our Competition Act. Number one is abuse of dominance by large, bossy monopolies and corporations. Number two is that we just cannot get companies to start up.

Government Business No. 30—Proceedings on Bill C‑56  Madam Speaker, even Adam Smith believed in regulations. I want to talk about one thing to respond to that, and that will be the banking sector. We have a bill coming forward to open up banking as a whole for competition, and I hope the member across can support it. It is open banking, which would allow a provision that allows any major small competitor to enter the market, which is right now dominated by six oligopolies in the banking sector, controlling 93% of the banking aspects and 87% of mortgages.

Government Business No. 30—Proceedings on Bill C‑56  Madam Speaker, the efficiencies defence, which currently sits in the Competition Act, allows one company to merge with another, not because of dominance in market power. They look at it specifically, if one company is able to save money by merging with the other. Most times, that is job losses.

Government Business No. 30—Proceedings on Bill C‑56  Madam Speaker, it is great to see that marriage counselling is working, as we have a motion being debated today that brings one bill from the Liberals and another bill from the NDP. They are literally coming together on paper, but I hate to break it to them that the motion, the bill, is weak.

Consumer-Led Banking Act  moved for leave to introduce Bill C-365, An Act respecting the implementation of a consumer-led banking system for Canadians. Madam Speaker, Conservatives want to get Canadians back in control of their financial freedom. Right now, Canada's oligopoly of six banks controls 93% of Canadians' business.
