Business of Supply  Mr. Speaker, this motion before us raises an interesting idea. I am certainly one for discussion and dialogue, especially at times when we differ across the country, so I appreciate it being brought forward. My question is for my hon. friend down the way. In question period today, one of his colleagues got up and claimed that the carbon tax was 23%.

The Environment  Mr. Speaker, many Canadians were let down when the Liberals suddenly ended the greener homes program. Yesterday, we learned that over a billion dollars promised for the program went unspent. Meanwhile, across Canada, hundreds of people built their careers and businesses on providing service as a part of the greener homes program.

Privilege  Madam Speaker, I think we are seeing an erosion of decency in society, and I think that erosion of decency also undermines our institutions. In calling the individual to the bar, I think we, as parliamentarians, should also reflect on how we uphold the integrity of this place. Certainly in the five years that I have been here, I have seen plenty of behaviour that does not uphold and strengthen Canadians' trust in Parliament, and that should be of grave concern to us all.

Privilege  Madam Speaker, I agree that is why we should call the individual before the bar. I do not think that will get us all of the answers we need in order to get to the bottom of the irregularities, alleged misconduct, possible fraud and worse when it comes to the ArriveCAN app. I would add that it is one thing to question the contractors who enrich themselves, but another thing to figure out how the problem was allowed to get this bad and how far this problem goes within government procurement.

Privilege  Madam Speaker, I think it is a fair question. For most Canadians who are not familiar with the fact that we have a brass bar in the chamber, and who do not understand this somewhat archaic and historical tradition of Parliament, it may not seem like an effective way to set things right, but it is the way we operate.

Before I begin, I would like to share that I will be splitting my time with the member for Mississauga—Lakeshore, although I expect that both his remarks and mine will be eclipsed by certain events happening outside the chamber at this moment.

Privilege  Madam Speaker, I think the hon. member and I agree on much when it comes to this privilege motion. Today I received a strange email sent directly to my parliamentary email from the individual in question, in which he apologized and then reiterated all the statements that he has made, laying out why he was not in the wrong.

Privilege  Madam Speaker, my friend down the way and I find common cause in this motion that is before us. Part of this motion is about the testimony of GC Strategies at committee, which was unsatisfactory and not consistent with the rules of parliamentary privilege. However, I think there is a larger issue at play here, which is that unless Parliament asserts its specific privileges, we risk getting to a place where no witnesses would have to come to committee to provide responses to our answers.

The Environment  Madam Speaker, yesterday I asked the environment minister whether he would commit to doing what it takes to ensure that weather stations on the B.C. coast remain up and running this coming winter. These stations, like the Holland Rock weather station near Prince Rupert provide critical life-saving information for mariners.

Junior All Native Basketball Tournament  Madam Speaker, this week saw 85 young basketball teams gather in Terrace, B.C,. for the Junior All Native Basketball Tournament, one of the largest youth sporting events in British Columbia. I had an opportunity on Sunday evening to take in the opening ceremony, and watching hundreds of young athletes enter the gym to the sound of the host Nisga'a Nation's drums was a powerful sight indeed.

Business of Supply  Mr. Speaker, there is lots of talk about carbon pricing, but the reality is that many other parts of the government's so-called climate plan are not measuring up to the commitment we need in order to meet Canada's targets. One of those areas is the greener homes program, which the current government has essentially run out of money for, leaving a whole bunch of homeowners, and professionals who have taken special training to do home energy assessments, high and dry.

Air Transportation  Mr. Speaker, this past weekend, Flair cancelled one of its flights back to Canada and left over 100 passengers stranded in another country: no communication with them, no food provided and no re-booking on other airlines. They had to find their own way back to this country. If this sounds like deja vu, it is because the exact same thing happened two years ago and the Liberals promised to stand up to the big airline CEOs.

Canada Early Learning and Child Care Act  Madam Speaker, the government's approach to programs like this one has been to offer federal funding in exchange for the provinces' committing to certain standards as part of agreements. There has been a lot of discussion about the early childhood education workforce and how poorly paid it is.

Emergency Preparedness  Mr. Speaker, people across northwest B.C. are deeply concerned about the ongoing drought. Last summer saw record wildfires across Canada. Farmers could not get their crops. Wild salmon were stranded on their way to spawn. Right now, with very little snow in the mountains, next summer could look even worse.
