Fisheries committee  No. The vessel is very dependable. We did a mid-life work and extension of the vessel. We're quite confident that it will be able to stay in service until that period of time. Like any vessel that gets older, it will need more maintenance over the next ten years than it has had in the last ten years.

Fisheries committee  Yes, it's part of our response to the Auditor General's recommendation, where she raised issues regarding our maintenance functions and whether we had the appropriate accountability structures and so forth in there. So this change reflects putting in one place all the investments we are making in life cycle management and in our asset management.

What came out of it—and I know you probably won't like this answer—was a need to actually do a structured review of how we do our maintenance. We have been doing that for the past year, in-house, involving mostly our people in the field and the experts on the vessels.

Public Accounts committee  Mr. Chairman, I would say, first of all, that I wasn't intending to brag. It was announced that the coast guard would become a special operating agency in 2003. The authorities from Treasury Board to make that a reality came into effect in April 2005. The Auditor General's office was quite correct in saying that when they went back and looked, in the course of their work, at the implementation plan, there were a number of very significant things that had not yet been implemented.
