Impact Assessment Act  Mr. Speaker, just because something is set out in the act does not mean that the government enforces it. My Liberal colleague just demonstrated that. The Liberals do not trust the provinces, but we do. What we want is to establish a mechanism so that, from now on, the federal and provincial governments must work together on every project.

Impact Assessment Act  Mr. Speaker, I wish the hon. member would go back to see what our leader has said many, many times about making first nations our partners for each and every project. Our leader was crystal clear a year ago and repeated that just a month ago. He said that we have to work hand in hand with first nations and make them our partners for the prosperity of Canada.

Impact Assessment Act  Mr. Speaker, this is exactly why I will never be a Liberal. The Liberals think that Ottawa knows best, which is exactly what the member said earlier. He thinks that it is not enough to have the provinces do their job. Yes, the provinces will continue to do their job, but the federal government will do it too.

Impact Assessment Act  moved that Bill C-375, An Act to amend the Impact Assessment Act (federal-provincial agreements), be read the second time and referred to a committee. Mr. Speaker, it is always an honour and a privilege to rise in the House to speak. Today is really special, because it is the first time that I have had the opportunity to explain the bill that I introduced with the support of the entire official opposition team.

Public Services and Procurement  Mr. Speaker, we knew that, unfortunately, the Bloc Québécois wanted to drastically increase the carbon tax. Now, we have learned that it does not want to do its job as an opposition party. It voted eight times to increase the ArriveCAN budget. When caught in the act, the leader of the Bloc Québécois said that they were not going to scrutinize everything the government spends.

Government Orders No. 35—Extension of Sitting Hours and Conduct of Extended Proceedings  Mr. Speaker, with all his experience, the hon. member should know that he cannot make the same mistake twice. He cannot make a distinction between votes cast here in the House and those cast electronically. A vote is a vote. When will he understand that?

Government Orders No. 35—Extension of Sitting Hours and Conduct of Extended Proceedings  Mr. Speaker, I want to congratulate my colleague on the quality of his French. I hear him using typically Quebec expressions such as “j'ai mon voyage”. It proves that the member has spent time in Quebec. On the substance of the issue, he is totally wrong. We do not have the right to make a distinction between a vote in the House and a virtual vote.

Here in the House, there was a vote on a request by the official opposition and the member for Carleton, the Conservative leader, for the Auditor General to analyze the arrive scam situation. What did the Liberals do? What did the minister do?

Let us imagine what would have happened otherwise. People would just shrug off the fact that ArriveCAN turned out to be a washout, but it would be no big deal.

During his speech, the member related an issue with the fact that he considered that, on this side, we sometimes say something that is not true. Unfortunately, that is not a fact. An October 8, 2022, Global News report stated, and I quote: How poverty, not pain, is driving Canadians with disabilities to consider medically-assisted death.

There were two elections during that time. That is exactly what I said earlier. This is not meant to be a partisan issue. It took years for the debate to come before the House.

Government Business No. 34—Proceedings on Bill C-62  Madam Speaker, I thank my colleague for her question and the quality of her French. That is similar to what I was saying at the end of my answer. Palliative care must go hand in hand with the issue of MAID. They are not mutually exclusive. We must think about palliative care before we think about medical assistance in dying.

Government Business No. 34—Proceedings on Bill C-62  Madam Speaker, that is an interesting question. I was there in 2015, when I got elected for the first time. As I said earlier, the prime minister at that time made the right decision not to put the bill on the table just before the election because this is everything but a political issue; it is a personal issue.
