National Security Review of Investments Modernization Act  Mr. Speaker, I am happy to rise today to speak to Bill C-34, which would update the Investment Canada Act. This act is designed to do two main things. The first is to ensure that foreign investments in Canada have a net benefit to Canadians. The second is to ensure that foreign investments are not detrimental to our national security.

Small Business  Madam Speaker, small businesses need a real extension to repay the CEBA loans that they used to survive the pandemic. The Liberals' solution is an 18-day extension. That is a cruel insult to businesses in my riding, which are facing a perfect storm of postpandemic recovery, high inflation and, now, impacts from wildfires.

Petitions  Mr. Speaker, I rise today to present a petition from my constituents. They point out that the impacts of climate change are accelerating in Canada and around the world; Canada's current GHG reduction targets are not consistent with our fair share to meet the global goals agreed upon in Paris; subsidizing fossil fuel production is not compatible with the stated goal of reducing greenhouse gas emissions; and the government's continued support of fossil fuels puts our future in danger.

Committees of the House  Madam Speaker, as I was saying, the international trade committee exists to study issues about international trade, and when we studied the ArriveCAN app, thanks to the member for Niagara Falls, who put forward this motion to study this topic, it fit within the mandate of that committee because the motion was talking about the travel back and forth across the Canadian border and how that had been restricted in many ways by the mandatory imposition of the app.

Business of Supply  Mr. Speaker, the member, in the last question, talked about language training. I have some contact with that through my daughter, who once taught language lessons to immigrants. This was during the big increase in refugees from Syria. It seemed that, the more immigrants who came in, the less funding her organization got to do that work.

Business of Supply  Madam Speaker, my colleague mentioned housing, because that is one of the core issues we are facing today with immigration. I know he knows of my riding in the South Okanagan, how beautiful and attractive it is and how people want to move there. People go there for tourism, but it is almost impossible for people to find housing there.

Retirement Concepts is a company operating a retirement centre in my backyard, basically, in Summerland. It was in trouble before Anbang, a Chinese-owned insurance company, got involved; that was approved, as the member said, probably mistakenly.

The member sits on the science and research committee with me, which is looking into situations like this, where intellectual property and industry is leaving Canada because of foreign takeovers.

Canada-Ukraine Free Trade Agreement Implementation Act, 2023  Mr. Speaker, my colleague mentioned off the top that the Bloc was supporting the bill, and it seems to be a fait accompli, that everything was done behind closed doors and we are just implementing it. However, there is a section in the bill he was concerned about on investor-state dispute mechanisms, which is the foreign investment protection agreement of 1995 rolled into this new version.

Canada-Ukraine Free Trade Agreement Implementation Act, 2023  Mr. Speaker, I would like to ask more or less the same question that the Bloc member just asked about the investor-state dispute mechanisms. He said it was not like the investor-state dispute mechanism that the Americans wanted. I wonder if the member can explain more about that.

Canada-Ukraine Free Trade Agreement Implementation Act, 2023  Mr. Speaker, I think we can all agree that we want to help Ukraine in every way possible and that modernizing the Canada-Ukraine Free Trade Agreement is one way we can do that. I think this is a good step forward. What concerns me about the bill we are debating today is that the whole process of bringing the new agreement to the House was flawed in every way in terms of the standard policy around bringing new trade agreements to this place.

Canada-Ukraine Free Trade Agreement Implementation Act, 2023  Mr. Speaker, I will avoid a long debate about how clean liquid natural gas is and the whole idea of liquid natural gas actually being a good way to move forward with climate action, but I will say that there are liquid natural gas projects that are well on the way to completion in British Columbia.
