Mr. Speaker, thousands of Canadians have died because of the opioid crisis. For the first time in 40 years, according to Statistics Canada, our life expectancy has stalled, and Statistics Canada attributes that to the opioid crisis.

Controlled Drugs and Substances Act  moved for leave to introduce Bill C-236, An Act to amend the Controlled Drugs and Substances Act (evidence-based diversion measures). Mr. Speaker, we need to treat drug use as a health issue in the context of the opioid crisis if we want to save lives. I will not shy away from advocating for decriminalization, but I am aware that early on in this Parliament, I have this opportunity to introduce a bill that will be debated and voted on.

Business of Supply  Mr. Speaker, the member overstated it when he said that these benefits would flow to families or individuals earning over $100,000. According to the PBO and its distributional analysis, looking at 2024 when there is a total expenditure of $6.8 billion, 86% of that will go to individuals earning under $97,000.

Business of Supply  Madam Speaker, I appreciate the element of the motion that suggests the basic personal amount should be targeted more specifically to people in need and middle-class Canadians. I would like to think I had a middle-class upbringing, having been raised by two teachers, and I think that should be the focus of our efforts.

Business of Supply  Madam Speaker, I have a distributional analysis from the PBO. I looked at 2024, as an example. If we capped it at $97,000, meaning $97,000 and up, there would be savings of about $934 million, which is not insignificant. My question is about dental coverage, because there is a question about spending that $934 million on dental care when it has not been fully studied in this place and it is really within provincial jurisdiction.

Relations with Indigenous Peoples  Mr. Speaker, I appreciate a number of the suggestions, such as strong engagement and leadership, including the Prime Minister potentially getting on a plane and bringing the premier with him. That kind of engagement, which we have seen from the Minister of Indigenous Services, has been important.

I appreciate when the member lists off a series of projects and the importance of development, but of course she knows that the government does support the Coastal GasLink project.

Resumption of debate on Address in Reply  Mr. Speaker, I appreciate hearing the member's comments about productivity. According to Clean Energy Canada, the number of jobs in the clean energy sector grew by 2.2% a year between 2010 and 2017, nearly 60% faster than the Canadian average otherwise. We did see in the throne speech a commitment to clean tech in the platform.

Resumption of Debate on Address in Reply  Madam Speaker, I heard the same thing, that provinces could reduce carbon emissions without a price. When I look at the Auditor General's work in Ontario, actually it is not always the case that this happens. If we truly are serious about taking the most market-based mechanism we can, relying upon the market not picking winners, that means a price on pollution.

Resumption of Debate on Address in Reply  Madam Speaker, of course I agree that we ought to subsidize the things that we want, which are cleaner technologies, and not subsidize the things we do not want, which are technologies that hurt the environment. However, I want to be clear that when the oil and gas sector or other industries can move the needle on reducing emissions, there are opportunities potentially to offer incentives for them to reduce emissions if they otherwise would not.

There is a lesson in politics about running as a student in Kingston where I did not have a real community around me. When I was successful was when I ran in Beaches—East York where I grew up, where my parents were teachers, and where I played baseball my whole life.

I want to start by thanking the constituents of Beaches—East York, everyone who supported me in the campaign and at the outset of my political career when nobody knew who I was. It is a humbling experience, being a candidate in politics, where hundreds of people come together all acting on behalf of me and my party and helping us, as individuals, come to this place.

He said: Mr. Speaker, thousands of Canadians continue to die because of the ongoing opioid crisis. According to the Public Health Agency of Canada, its most recent numbers indicate that since January 2016, over 11,000 Canadians have died.
