Electoral Participation Act  Madam Speaker, I thank my colleague for his speech. It was very thoughtful and wise. I really liked the fact that he said perhaps members should not be allowed to vote to postpone the election because they could be in a conflict of interest. I really liked that. To me, that is a critical aspect of this legislation.

Budget Implementation Act, 2024, No. 1  Mr. Speaker, I was only talking about subsidies to oil companies, which are often indirect. My colleague mentioned wells, which are reused for carbon capture. That is where the captured carbon is buried. That is the current plan. I am not saying it is 100% negative. At least they are being used for that rather than being rehabilitated, as they were supposed to be a few years ago, if memory serves.

Budget Implementation Act, 2024, No. 1  Mr. Speaker, this is 2024 and it is time to put the brakes on oil. Fortunately, there are alternatives. We are talking about wind turbines and solar energy harvesters that can support entire villages. At my cottage in the Laurentians, I even installed a system that is not fully operational yet but will enable me to take 1,500 square meters completely off-grid in a few years.

Budget Implementation Act, 2024, No. 1  Mr. Speaker, I thank my colleague for his condolences to Mr. Perron's family. This is not about the money going to Canada, Saudi Arabia, Brazil or wherever. It is about creating a plan to get off fossil fuels. The Liberals are not really offering us that plan, and neither are the Conservatives, that is for sure.

Budget Implementation Act, 2024, No. 1  Mr. Speaker, I would like to take a moment to acknowledge the passing of a former parliamentarian just a few days ago. Gilles Perron, who was the member for Rivière-des-Mille-Îles for 11 years, passed away after a brief battle with cancer. He will be remembered as a fighter, someone who was close to his constituents and dedicated to his community.

I have two short questions to ask him about banking services. First, does he recognize the authority of Quebec and the provinces in this sector?

Budget Implementation Act, 2024, No. 1  Mr. Speaker, if Canada is in a sound financial position here and around the world, as our dear colleague from Winnipeg North, who I really like to listen to, says, why was the government unable to include a single one of the measures proposed by the Bloc Québécois? They included giving Quebec the right to opt out with full compensation, increasing old age security for those aged 65 and over, ending subsidies for fossil fuels, supporting a clean energy transition and transferring the amounts dedicated to housing to Quebec.

I am disappointed because I was on a mission with him and I tried to teach him a little more French. It did not work that evening, but he always has a French word to say. He talks about building a country.

Budget Implementation Act, 2024, No. 1  Mr. Speaker, I hear my colleague saying that we could extract 6% more lithium, that we could explore nuclear energy, and so on. Apart from suggesting that we deplete our soil and subsoil, in Quebec and Canada, does my colleague realize that the humidex in the region is 45 degrees today and that it will be 45 degrees again tomorrow, that 135 million people around the globe will suffer from the extreme heat, and that 19 pilgrims in Saudi Arabia died today, all because of the over-exploitation of minerals and oil?

Business of Supply  Madam Speaker, the Conservatives just will not stop talking about the carbon tax. In their own way, they are tearing it apart. However, a lot of economists say that this measure will help reduce GHG emissions. Can the Conservatives be even a tiny bit positive or constructive and tell us how, without a carbon tax, they would reduce greenhouse gases?

Committees of the House  Mr. Speaker, I am truly honoured to have participated in this study. I am also very pleased with the participation of the 100 or so witnesses that we brought in. Approximately 40 or 50 of them are here in the gallery today. They spoke on behalf of 75,000 Canadians, including 15,000 Quebeckers.

I would like to know what financial or taxation basis the Conservatives relied on to estimate that there would be savings of $400, $500 or $600 per family.

Opposition Motion—Summer Tax Break  Madam Speaker, as the member said, we had a taste over the past year of the frightening new reality brought about by climate change, with 15 billion hectares having burned down, as she mentioned. Does she not think that her government should change course when it comes to the oil industry, so that we can turn things around as quickly as possible?
