Petitions  Mr. Speaker, I bring to the attention of the House a petition that has been signed by members of my community who bring forward the issue of severe clashes between the military and insurgents that are continuing in the eastern Democratic Republic of Congo. Specifically, they are highlighting the fact that an escalation in violence in eastern Congo has resulted in a desperate humanitarian situation.

Electoral Participation Act  Mr. Speaker, first of all, with respect to the whole issue around changing the election date, I appreciate it, and I support the member's initiative to change the date. Maybe at committee they would find that a week earlier is better because it would help to accomplish a bunch of things, and I think that would be great.

Electoral Participation Act  Mr. Speaker, I am certainly going to miss that over-the-top rhetoric when this member is gone, as he has announced that he will not be running again. I will say that he seemed to bring up a lot of issues that do not jive with what was being said previously. The member for Calgary Confederation yesterday said: The issue that my Conservative colleagues and I have is...the date change that would create pensions for losing Liberal and NDP members.

Conversion Therapy  Mr. Speaker, my private member's bill, Bill C-404, an act to establish a national conversion therapy awareness day, would establish a national day of awareness for conversion therapy on January 7 of each year, which is the date the law banning this harmful practice came into force in Canada in 2022.

Budget Implementation Act, 2024, No. 1  Madam Speaker, I think it is very clear that we have to move time allocation because the Conservatives are just delaying, and that is what they do. For the average person out there watching this from a high level, let us say what happened. The Leader of the Opposition said, before he even looked at the budget, that Conservatives were against it, so they decided they were against it, but then they continued to delay like this.

Miscarriage of Justice Review Commission Act (David and Joyce Milgaard's Law)  Madam Speaker, I am curious what the member thinks of the fact that this bill, which is unanimously supported by the House of Commons, has 20 amendments from the Conservatives, who appear to be supporting the bill anyway. The first of those amendments is to delete the short title, and the short title includes “David and Joyce Milgaard's Law”.

Does that warrant putting a separate amendment on the floor just to delete the short title? It is the short title of the bill. It is not even the full title of the bill. It is literally the short version of what we refer to the bill as.

Miscarriage of Justice Review Commission Act (David and Joyce Milgaard's Law)  Madam Speaker, this bill attempts to correct that. I agree with the member in that Liberals believe, and I believe the Bloc and the NDP also believe, in the rehabilitative process. It is called Corrections Canada. It is not “lock them up and throw away the key” Canada. The Conservatives do not believe in corrections.

Miscarriage of Justice Review Commission Act (David and Joyce Milgaard's Law)  Madam Speaker, if we do not give the commission the tools that it needs to do its work, then we are basically setting it up for failure. What those supports are exactly and how much it needs, in terms of resources, is to be determined. I would agree with the member that the supports and resources, financial resources in particular, to do the work the commission needs to do, to do the investigative work, and to ensure that people have access to the appeals process, need to be properly funded.

Miscarriage of Justice Review Commission Act (David and Joyce Milgaard's Law)  Madam Speaker, Bill C-40, which we are continuing to debate today, is a very important piece of legislation. This bill would establish an independent commission dedicated to reviewing miscarriage of justice applications. Specifically, Bill C-40 would amend the Criminal Code by reforming the existing miscarriage of justice review process in two ways.

Business of Supply  Madam Speaker, the member said that a report was tabled. Once again, this is not a report. This is data. It is literally data sheets, Excel spreadsheets. The member asked a question about funding big oil. We do not have fossil fuel subsidies anymore. We do have initiatives to help with things like carbon capture.
