Fisheries committee  Thank you for the question. I can start off, and maybe Kevin can come back to the two programs in question. The issue of implementing the section 35 rights is something, I think, that is at the forefront of everything we do in our department, particularly in British Columbia. There are a number of processes going on now that were announced by the minister of AANDC last summer.

Fisheries committee  I'll just make a couple of contextual comments, and then if Trevor could speak to the science-specific part of that, that would be very helpful. Minister Shea did announce this funding in October, I believe. Part of the $551 million in infrastructure that's coming to DFO, indeed $80 million, has been reserved to help us update our real property.

Fisheries committee  Mr. Chairman, in every country that I have visited—and I actually had quite similar reactions in some—we are using our embassies abroad to open doors for us and to get us audiences with decision-makers in those countries. When I was last in China, I met what I'm sure is the first-ever animal rights group established in China.

Fisheries committee  Just before you start, Tom, I'd like to respond to the first part of the comment. I couldn't agree more. It's been very frustrating for DFO and the Government of Canada to see countries progressively banning seal imports. It's no surprise that Minister Shea sees this as quite unfair.

With it, in fairly short order, we managed to install a very sophisticated multibeam camera on the bottom of the Louis S. St-Laurent. We did that in a matter of months.

I interpreted the question to be whether or not the department would do specific economic impact analysis with regard to the NAFO decision on SFA-7.

I believe, as I probably mentioned when I was here last, that the Cohen Commission has provided the department with all kinds of valuable information that informs now and will continue to inform our operational decision-making as we go forward.

Fisheries committee  I think we're signalling a general risk to not just our department, I would submit, but to all the departments. This is related to where we are in a demographic bubble. Happily now we're seeing a flattening in our retirement rate, but we have signalled the need to have to be more aggressive in making sure that we have an influx of young and new public servants into the department in time to have them trained and then carry on work such as the development of the IFMP.

With respect to the recreational fisheries program, I believe Kevin gave quite a few statistics about how that has been rolled out over the last year and a bit.
