Public Safety committee  Absolutely. The way it works is that there has to be an expression of interest on the part of the aboriginal community. Actually, there is one right now that we're considering. It would be a healing lodge for women in Manitoba. There are others as well that are currently under consideration, so the answer is yes.

Public Safety committee  Thank you. I'll just repeat what the minister said earlier. We're starting with the prison farms at Collins Bay and Joyceville, and then we're going to see how that works. That's going to inform us in terms of the potential for other farms elsewhere.

Since it was announced in the budget that money would be received to reopen the farms, we are currently working with the prison farm advisory panel on what the model is going to look like, and, yes, they certainly have cared for those cows for many years now.

Public Safety committee  With the healing lodges that are managed by the community, it's actually a collaborative process. We negotiate with the community, and there are a number of factors we look at. Just recently, we negotiated an agreement with Waseskun in Quebec. We've also renewed the agreements with the Native Counselling Services of Alberta for the Stan Daniels and the Buffalo Sage centres.

Public Safety committee  Yes, certainly, we could look at it. In terms of what you've seen at the Edmonton Institution for Women, I do believe we offer different programs at different institutions. It's not just sewing, doing nails, or cutting hair. Some women learn to build houses as well. We've had that at the Fraser Valley Institution.

Public Safety committee  Certainly, an investment has been made in mental health. We screen offenders when they arrive at intake. I would have to check on fetal alcohol syndrome, but I believe some studies were done. Fraser, do you have anything more?

Public Safety committee  Thank you for the question. As I've mentioned before this committee, one innovative thing we've done is to establish aboriginal intervention centres. What this means is that aboriginal offenders will get earlier access to programming. Once they successfully complete the program, there's a review of their security classification.

Public Accounts committee  The other thing is that, when women needed to be under observation, they were placed under observation in a cell that was on the segregation range, so this is also something the Auditor General pointed out in his report. This is something CSC is addressing. When women need to be under observation, what we are going to do is relocate those cells, so they won't be part of the segregation range.

Public Accounts committee  First of all, there is another part to this, that if any of these offenders are placed in segregation at the first-day review, then they need to be released from seg. However, it could happen that, for example, a serious incident occurs on a Friday night. It would probably happen less with women, because we don't have many women in segregation, but we are talking about women today.

Public Accounts committee  If something happens on a Friday and they need to determine the reasons for the incident, they may place somebody in seg, but at the first-day review the case needs to be reviewed and those offenders need to be released from segregation. That's the part that's missing. That's in our policy.
