Natural Resources committee  The Net-Zero Advisory Body takes a look at expert advice from economists. That advice for decades has been that one of the most efficient mechanisms is a carbon price. I think there's a question about efficiency related to whether it's a public-facing carbon price or it's an industrial carbon price.

Natural Resources committee  My last point is that we think the civil service clearly has a strong role, and we think the modelling and policy capacity could be bolstered, considering the economic stakes we have in this retooling global economy. Thank you.

Natural Resources committee  Thank you very much. Thank you to the committee for the invite. I want to acknowledge that I'm coming to you from the Treaty 7 region in southern Alberta. This has also been a gathering place for Métis and indigenous peoples other than Treaty 7 signatories. I'm coming to you as the chair of the Net-Zero Advisory Body.

Natural Resources committee  We feel completely independent. We continuously check our operations and how we interact with the government to make sure that we are independent. We are confident that we're independent. As to whether the government supports the oil and gas sector.... The one we rely on the most is from the International Energy Agency, which predicts that by 2050, gas consumption globally will be down by 55% and oil by 75%—

Natural Resources committee  No. I'll unpack that question. We're not going to advise to cap production, because this is about emissions.

Natural Resources committee  We had eight round tables that included a whole suite of indigenous organizations and representations. One of the things we did, at the request of people who were meeting with us—organizations that were meeting with us, in many cases, and in some cases at our request—was to put in place essentially the Chatham House rule.

Natural Resources committee  I think that's a struggle that every government is having in the whole world, at the level of the nation, the province, the region or municipality. How do we act more quickly? My feeling is that we have moved away from a paradigm of emissions reduction, where we've been for 30 years and where we had the luxury of just reducing emissions by a certain amount and the world would have been fine.
