Veterans Affairs committee  Thank you for the question. We do have a detailed analysis of all the surpluses or the lapses against our full budgetary authorities each year. I believe I just signed off on a response to you on that with the details. We analyze that every year and the reason for that. In the most recent years, we have had a little bit more surplus than in others due to the volatility in predicting our forecasted expenditures.

Veterans Affairs committee  The $350,000 that you see coming internally within the department is really just a change in how PSPC advised us we should be moving the money—from a contract base to traditional grants and contributions—to fund the research. It was just an internal transfer across the vote to appropriately fund the research.

Veterans Affairs committee  Let me jump in here, Mr. Chair. As we have hired people to work on the backlog, we have concurrently invested in our IT infrastructure as well. When we launched our pension for life programs, we introduced the newer, more modern GC case management system, and we continue to move all of our programs over to that system.
